Status of Services

The County is taking a number of actions to keep residents safe and minimize the spread of COVID-19. Please be patient during this critical time. As with most services and businesses, we are operating with limited staff.

Building Closure

Until further notice, the County Office Building, located at 111 West Chesapeake Avenue, Towson, Maryland 21204, is closed to the public, with the exception of the lobby. 

Processing of Permits, Reviews and Licenses

Applications and submissions for permits, reviews and licenses can be dropped off in the lobby of the County Office Building or delivered by USPS mail, FedEx and UPS.  

  • Same-day permit processing is suspended at this time.
  • Expect longer turnaround time on plan and permit reviews.
  • Note that it is critical that your applications are complete and accurate or additional delays can be expected. 

Expanded Outdoor Table Service for Restaurants and Bars

Restaurants already permitted for outdoor seating, may open in accordance with state guidance and restrictions. To help ensure other County restaurants can open as quickly as possible, Baltimore County is temporarily offering conditional approval for establishments to provide expanded outdoor table service on their premises. 

Establishments can apply for outdoor table service online. The County will conditionally approve all applications upon submission, until further notice. Businesses must still follow all requirements of applicable Executive Orders, and requirements and guidance issued by local, state and federal authorities. 

This temporary waiver of prior approval does not apply to the Tent Permit. For safety reasons, all tents must be approved in advance and businesses must have a valid tent permit prior to erecting tents or canopies.

Inspections 

All inspections with regards to public safety will continue. 

Limited inspections are being performed including but not limited to health care facilities, hospitals, assisted living, clinics etc. 

Hearings

The Office of Administrative Hearings has been to rescheduling previously postponed Code Enforcement, Zoning and Development cases. New cases will be scheduled in the order in which they are received.

All hearings will be live-streamed using Cisco Webex available as a free downloadable application on any computer or smartphone. Any interested individual who wishes to provide testimony can do so by dialing into the hearing on the date and time it is scheduled. Testimony and exhibits can also by submitted by email to administrativehearings@baltimorecountymd.gov or by mail. All testimony and exhibits must be received 48 business hours in advance of the hearing. All hearings will be recorded.
