Important Note: Baltimore County enforces the 2020 Edition of the National Electric Code (NEC) with electrical permits issued after August 31, 2020.

Drop-offs No Longer Accepted

As of Tuesday, July 6, all applications for Permits, Approvals and Inspections will be processed in-person. No appointment required. We will no longer accept drop-offs in the lobby.

Primary Functions

The Electrical Inspection Division:

  • Inspects electrical installations performed pursuant to a duly authorized electrical permit for both new and altered electrical systems to ensure the installation or permitted work meets the minimum electrical safety requirements
  • Manages the issuance of electrical licenses for the Electrical Administrative Board
  • Investigates complaints of unsafe electrical conditions and undertakes code enforcement measures to assure correction of such conditions

The primary standard for minimum electrical safety requirements is the National Electric Code, NFPA 70, published by the National Fire Protection Association, latest edition.

Other primary functions include:

  • Ensuring electrical safety throughout Baltimore County
  • Enforcing all laws related to electrical installations in Baltimore County
  • Inspecting work performed by licensed contractors to ensure conformity with all current electrical codes
  • Investigating electrical complaints
  • Interacting with contractors, engineers and property owners and answering code compliance questions

Important Notice

Section 21-7-303 of the Baltimore County Code, 2015 states that all electrical installations shall conform to the latest edition of the National Electrical Code, NFPA 70. The code is effective on September 1 following the date of publication.

Please have your permit number and three-digit inspection code ready. Inspections may be scheduled until 8 p.m. for the next day. Please reference the Electrical Inspectors' Assigned District Map (PDF) for the inspector assigned to your area.

Electrical Permits

  • All types of electrical installations, including low voltage wiring, are required to be installed by a contractor licensed in Baltimore County
  • Permits are not required for ordinary maintenance of existing electrical systems
  • Proper permits must be obtained prior to the commencement of any work
  • Electrical permits are required for all new installations

Electrical Licensing

Electrical Administrative Board

The Electrical Administrative Board advises the Director of the Department of Permits, Approvals and Inspections regarding the administration of the National Electrical Code and licenses and regulates electricians who work in Baltimore County.

Maryland Licensed Electricians

Current licenses will expire on June 30, 2020 (every two years).

Active license holders reciprocating to another county from Baltimore County will need:

  • Fee: $68
  • Reciprocal letter
  • License number
  • License holder name
  • Name of the county you are reciprocating to

Master General License

A Master General License authorizes the holder thereof to install, repair, maintain or erect any kind of electrical wiring, conduits, machinery, appliances, motors, fixtures, signs, electrically operated heating equipment, elevators or any other electrical apparatus or device in or about any premises in Baltimore County.

  • March and September
  • Four hours long
  • Open book

Restricted License

A Restricted License authorizes the holder thereof to install, maintain and repair low-voltage equipment and wiring operating at 50 volts or less.

  • Monthly
  • Open book
  • Three hours long

Current and Local Codes

All permits issued after August 31, 2020 will follow the 2020 National Electrical Code (NEC) regardless of when the permit is mailed or applied for.
