What We Do

The Department of Housing and Community Development promotes adequate and affordable housing, economic opportunity and a suitable living environment free from discrimination for low income residents of Baltimore County. The services offered by the Department help participants strengthen their families, improve their skills, education and economic status, and ultimately reduce their dependence on government programs.

Regional Project-Based Voucher Program

The Department of Housing and Community Development is a partner with the Baltimore Metropolitan Council (BMC) and others in the Baltimore Regional Project-Based Voucher (PBV) Program. On behalf of the partners, BMC is seeking qualified and experienced developers to apply for affordable housing subsidies for new construction, substantial rehabilitation or existing housing. The PBV Program makes annual awards of project-based vouchers.
