The Department provides language assistance services free of charge to persons with limited English proficiency.

Created in 1924, the mission of the Baltimore County Department of Health is to promote health and prevent disease through education, advocacy, linkage to resources and treatment thereby improving the quality of life for Baltimore County residents. Our vision is healthy people living, working and playing in Baltimore County.

Staffing and Organizational Structure

Consisting of approximately 600 staff, BCDH is divided into three population health-focused areas:

  1. Animal Services, Communicable Disease and Environmental Health (ACE)

  2. Behavioral and Community Services

  3. Clinical and School Based Services

Key Responsibilities of the Department of Health

  • Administer entitlement and benefit programs such as Maryland Children’s Health Insurance Program (MCHP), Special Supplemental Nutrition Program for Women, Infants and Children (WIC) and Partnership Program.

  • Provide investigative, regulatory and oversight function in areas such as, communicable disease outbreaks, rabies exposures, animal nuisance complaints, health care facility inspections, mental-health core-service agency providers and federally-funded substance abuse treatment programs.

  • Act as lead agency in public health emergency events such as bioterrorism.  

  • Provide clinical and case management services such as women’s health and family planning, immunizations, HIV/AIDS case management, home visiting to pregnant women, services for infants and toddlers with risk factors, cancer screenings and follow-up and assessments for disabled adults and senior citizens at risk for long term care placement.

  • Provide outreach and education to promote healthy lifestyles, detect diseases and encourage treatment services where applicable.

  • The Baltimore County Department of Health's Strategic Plan is being updated. While the vision and mission remain the same, efforts are being made to incorporate the Department's Community Health Needs Assessment, the initiatives of the Local Health Coalition and the Board of Health and partners, into a revised Strategic Plan and Health Improvement Plan.
