Enterprise Strategic Plan

We are pleased to present Baltimore County’s updated Enterprise-wide Strategic Plan, which reflects our accomplishments over the past five years and outlines our path forward for 2024 to 2026. The updated plan builds on the work of the initial plan and serves as a roadmap for the County to achieve the remaining activities outlined in our six strategic goals.

The updated plan celebrates our successes and provides a candid reflection on our lessons learned. We remain committed to open government, modernizing infrastructure, data-driven decision-making, increased transparency and accountability.

The updated Strategic Plan also reaffirms our commitment to the shared vision for a better Baltimore County. We thank residents, advocates and community leaders, businesses, and service industry leaders for their engagement and contributions to our workgroups, commissions and townhalls. These engagements informed our work over the past five years and help to set the framework for our work ahead.
