Priorities
Baltimore County’s businesses, its government, and its people share a common vision for a bright future—not merely over the next five or ten years, but for generations to come. Read the County Executive's priority areas for a better local government.
As a Baltimore County teacher for over seven years, Johnny understands education and the challenges and potential of our schools. He is committed to strengthening our public schools by providing educators and students with the resources for success, regardless of ZIP code.
As a public servant in the General Assembly, where he served as chair of the Baltimore County Delegation, Johnny was a champion for Maryland’s working families. From leading the charge for paid sick leave to fostering workforce training programs, including EARN (Employment Advancement Right Now), Johnny knows Baltimore County is at its best when we have an economy that works for everyone.
As Baltimore County Executive, Johnny will foster a more modern, transparent and open government. Among some of his government reform efforts will be a citizen-driven budget process with multiple meetings and town halls, evening work sessions to increase awareness, access and engagement, and leveraging data to better track and improve the delivery of services across the County.
Public safety is paramount — and a critical responsibility for those elected to serve. The issue of public safety is also a very personal one for Johnny — his youngest brother serves in the Baltimore County Police Department (BCPD). Through a renewed focus on community policing, crime-prevention, and data-driven programs, Baltimore County can become a model jurisdiction for public safety. We can do this by focusing on public education, strengthening opportunity, prioritizing public health and combating addiction while we remain committed to supporting our first responders with quality equipment, resources and training.
As Baltimore County continues to grow, we must balance growth with conservation. More than 90 percent of the population lives on just one third of the county’s landmass, meaning future growth will require a special emphasis on infill and redevelopment projects. In addition to smarter development, Johnny’s “greenprint” for Baltimore County aims to preserve more open space, protect our waterways, reduce overall waste, and promote green energy.
Our diversity is our strength in Baltimore County. We will continue to strive for more inclusive practices and policies so that every resident enjoys a high quality of life. We are committed to ensuring safe communities, nurturing healthier families, building robust public transportation and infrastructure, promoting smarter development, and improving delivery of county services.
