To achieve success in today’s competitive economy requires young adults to have the education, technical skills, work experience and workplace conduct employers expect. Young people—especially those who face challenges such as homelessness, poverty, or disabilities—often need help to achieve post-secondary education and career employment. Through partnership with a variety of organizations, schools and government agencies, we collaborate with efforts aimed at increasing and enhancing opportunities for teens and young adults.
The Youth Services Unit provides support for programs that engage eligible young people between the ages of 14 and 24 who are in school, have graduated or dropped out of high school, by providing valuable education, training, counseling and work-based learning opportunities.
2023 Summer Youth Employment Program
Baltimore County offers a six-week virtual and in-person Summer Youth Employment Program beginning July 3 through August 11 for youth ages 14 to 21. Prior to beginning the program, youth will participate in structured job readiness activities to prepare them for success. Youth will receive financial literacy training and support from program monitors, caseworkers, and counselors. Youth will work in-person or virtually earning $15 an hour, up to 25 hours per week. All wages and liabilities are covered by Baltimore County.
Applications are currently being accepted for the 2023 Baltimore County Summer Youth Employment Program. Applications will be accepted until April 7, 2023. Apply online.

Employers are encouraged to register as a worksite and host students for the program. Worksites should provide a substantial work-experience that will help to prepare youth for the real world. The application deadline for the 2023 Employer Application is Friday, April 7. Register as an employer.
CCBC LEAP Program
The CCBC Learn, Earn, Achieve and Progress (LEAP) Program provides out-of-school young adults with the opportunity to receive holistic training and support services that increase knowledge, workforce preparation, academic skills, competencies and credentials leading to entry-level employment and long-term success in a career pathway. These comprehensive education and employment services will help to prepare young adults for success in the workplace and in life. The program offers an opportunity to obtain a GED or Maryland high school diploma, gain an industry-recognized certification, and acquire employment and work-based learning experiences.

- Work-based learning opportunities
