Citizen Input Meeting for Capital Improvement Program Fiscal Year 2024 to 2029 Formulation
Join the meeting on Thursday, October 20, at 5 p.m. in the Jefferson Building Hearing Room, 105 West Chesapeake Avenue, Room 104, Towson, Maryland 21204. The County’s Capital Improvement Program (CIP) is a six-year plan authorizing the funding for capital improvements such as roads, sewers, parks and schools. The Citizen Input Meeting (CIM) is an in-person meeting scheduled for citizens to comment on your priorities for the upcoming years.
Anyone wishing to testify in-person for the CIM must use the sign-in sheets provided in the Jefferson Building lobby outside of Room 104 for citizens to address the Board (for themselves or as representatives of organizations or clients). These sheets will be posted approximately half an hour prior to the Board Meeting start time.

Sustainable Communities Kickoff Meeting: Catonsville and Essex
Join the meeting virtually on Tuesday, October 11, at 6 p.m. through Webex. The Department of Planning is beginning the process of renewing two Sustainable Community applications: Catonsville and Essex. Sustainable Communities is a State designation program that offers designated communities a comprehensive package of resources that support holistic strategies for community development, revitalization and sustainability. Obtaining the designation opens eligibility for State programs and resources (PDF) such as Community Legacy and the Strategic Demolition Fund. We invite you to participate in framing your community’s priorities for the next five years.

Security Square Mall Charrette/Design Process
Join the workshops and sessions on Wednesday, October 12 through Saturday, October 22. Times vary, so see the schedule on the website. In-person sessions will take place at the Set the Captives Free Outreach Center, 6901 Security Boulevard, Windsor Mill, Maryland 21244 and virtual meetings will take place through Webex.
Baltimore County will host a design charrette, a collaborative process that will engage Woodlawn-area residents and community leaders in reimagining the Security Square Mall area. The charrette will provide a forum for ideas and feedback, allowing everyone who participates to contribute as an author of the plan for the site. View the press release for more details.

Ribbon Cutting for Baltimore County’s First Destination Playground

Orems Road Basin 3 Relief Sewer
Baltimore County has begun a 900-foot-long relief sewer in the Orems Road area of Middle River. This $1.1 million sewer construction project includes a tunnel at the intersection of Eastern Boulevard and Kingston Road. There may be some lane closures at this busy intersection to permit construction. Work is estimated to be about one percent complete.

Stansbury Manor Pumping Station
The Stansbury Manor Sewage Pumping Station (a new station) is under construction. Work began in January and should be completed in January 2024. Construction, which is about 27 percent complete, is expected to cost $5,045,000.

Red House Run Structural Sewer Rehabilitation
Baltimore County has started a major sewer rehabilitation project consisting of almost 15 miles of sewer line in the Overlea and Rosedale areas. Work on the $4.7 million project began in June and is expected to take about a year and a half to complete. It's approximately three percent toward completion and should be finished by the end of 2023. The Red House Run Structural Sewer Rehabilitation project is part of the County's Consent Decree—its agreement with the EPA to improve the entire sanitary system.

Bird River Channel Improvements
On October 18, Baltimore County began dredging parts of Bird River in an area between Iron Point on the east and Light Woods Creek on the west. The County’s contractor will dredge 4,008 cubic yards of material from the river over the course of two seasons. An estimated 50 percent of the task has been completed. Work was shut down during the spring and summer in compliance with environmental regulations governing fish spawning and will start up again in October. The project is estimated to cost $830,000.

Water Main at Seneca Point
Baltimore County is installing 1,600 feet of 12-inch diameter water main at Seneca Point along Red Rose Farm Road and Bogart Road. The project will cost $647,777 and will take six months to complete. It is about 95 percent complete. The main line is in and crews are flushing the line and testing it.

Parkville: East Branch Herring Run Relief Sewer
The Herring Run Relief Sewer, begun in February 2020, was estimated to take two years to complete and cost $16,177,000. It’s 88 percent complete. The project, which involves two tunnels and an open cut in lieu of a tunnel consists of more than 11,000 feet of new pipe and 28 manholes. Crews will work on the following streets: Taylor Avenue, Wendover Avenue, Birmingham Avenue, Aiken Avenue, Oakleigh Road, Darlington Drive and Queen Anne Drive.

Sewer Relining Project in Carney, Perry Hall and Towson
The Department of Public Works and Transportation (DPWT) began an extensive sewer relining project in Carney, Perry Hall and Towson in May 2021. It's 79 percent complete. More than 12 miles of sanitary sewer pipe will be relined during the next year and a half. The project will cost about $5.8 million. Most of the work will be below ground with minimal impact to communities. However, with any project of this scale, there may be some traffic or parking issues, and occasional chemical odors. DPWT staff will issue periodic updates.

Essex Structural Sewer Rehabilitation
Baltimore County is investing $4.4 million into structurally rehabilitating sewer lines in Essex in the area of Eastern Boulevard, Mace Avenue and Riverside Drive. The County’s contractor will line almost 15 miles of sewer pipe (eight-, 12-, 15- and 18-inch diameter conduits) during the next year. The project is about 80 percent complete.

Hyde Park Pumping Station
The Department of Public Works and Transportation is improving the Hyde Park Sewage Pumping Station located near Back River and Muddy Gut. The improvements will cost $2,669,230 and should be finished this year. Work began in January 2020 and is 97 percent complete. It's in the final completion stage.

Brien Run Sewer Rehabilitation
Public Works is rehabilitating sewer lines in the Brien Run area south of Pulaski Highway. The project, anticipated to cost $7 million, began in March 2020 and is 98 percent finished. Inspectors are working on the punch list.

Bauernschmidt Manor Pumping Station
Upgrades to the Bauernschmidt Manor Sewage Pumping Station began in July 2019 and were expected to be finished during the summer of 2020 but were delayed due to supply problems caused by COVID-19. The project will cost $2,137,554 and is currently in the final completion stage.

Harewood Park Sewer Pumping Station
Baltimore County is renovating the Harewood Park Sewer Pumping Station at 12901 Princeton Road in Chase. Work on the $3.3 million project, which is in the final completion stage, began in July 2018.

Mohrs Lane Bridge
The Mohrs Lane Bridge (Bridge B-0143) over the CSX Railroad, north of Pulaski Highway, was closed in 2007 because of structural deterioration. Demolition was completed by CSX in 2011 at no cost to Baltimore County, which assumed ownership and plans to rebuild the span. A new bridge is currently being designed and the design should be completed in early 2023. It will then be advertised for construction in the summer of next year. This bridge will be part of the future Campbell Boulevard Corridor.
