Agricultural Land Preservation Advisory Board Public Hearing on the Adoption of Agricultural Easement Formula Regulation

The Department of Planning, in conjunction with the Baltimore County Agricultural Land Preservation Advisory Board, is providing notice of the intent to edit an existing regulation regarding the Agricultural Easement Formula as provided for in Sections 3-7-206 of the Baltimore County Code, 2015. The proposed revisions provide for an update of the formula used for the calculation of easement prices for applicants applying for the Fiscal Year 2021 County Agricultural Easement Cycle.

The Agricultural Land Preservation Advisory Board will hold a public hearing virtually on Wednesday, August 12 at 6:30 p.m. through Webex on the adoption of the Agricultural Easement Formula Regulation. Comments on the proposed regulations will be taken at the Public Hearing or you may provide written testimony prior to the hearing. Comprehensive Zoning Map Process 2020

The Comprehensive Zoning Map Process (CZMP) takes place every four years on an exact schedule specified in the County Code. Any citizen may request a zoning change on any property in Baltimore County, although the usual participants in the process are individual landowners, contract purchasers, community organizations, County staff, the Planning Board and the County Council.

The CZMP covers a period of approximately 12 months and results in zoning decisions that are reflected in a final log of issues. Ultimately, the County Council decides on each issue whether to retain the existing zoning or to enact a different zone(s) or district(s). Generally, each issue is a single property, but an issue might cover many adjoining properties and might even cover many hundreds of acres. The zoning on all properties that were not issues is reenacted without change.

The County Council will hold a special session for the final adoption on Tuesday, August 25, at 6 p.m. Additional information may be found on the County Council Schedule page.

Water Line Replacement in Towson

Baltimore County is replacing 18 feet of old cast-iron water main in Fairmount Avenue between York and Bosley Roads in Towson with a new 24-inch diameter line. The work includes the installation of a new valve and should begin in the summer. The project, which will cost $2.4 million, should be completed by the early spring of 2021.

Water Project in Carney

Baltimore County is replacing 1,000 feet of old cast-iron water pipe at Waltham Woods Road and Summit Avenue that has been breaking with regularity. The new line, which will be 16 inches in diameter, will cost $750,000. Work is 95 percent complete and is still on hold due to COVID-19. However, water line tie-ins to customers were scheduled to begin on July 9. Customers have been notified.

Towson Improvements

In cooperation with the Towson Row development, the Department of Public Works and Transportation and Transportation is improving sidewalks on Chesapeake Avenue between Washington Avenue and York Road. The work will be completed by the fall of 2021.

Stoneleigh-Anneslie Storm Water Project Resumes

The Department of Public Works and Transportation and Transportation is addressing storm water concerns in the Stoneleigh-Anneslie community and updating the 100-year-old drainage system. Baltimore County earmarked $1 million for the project in 2018. A system was designed last year and the County's contractor began work in February with the relocation of water lines. Work, however, was halted in the spring because of COVID-19 but is resuming with the installation of pipes and manholes on Kingston Road, Wardman Avenue, Marlborough Road, Avondale Road and a part of Regester Avenue. Water line relocations began on July 28. Working hours, traffic changes and parking impacts will be announced as the job progresses.

Water Improvements on Forge Road

Baltimore County is replacing 2.64 miles of water line on Forge Road between Belair Road and Gaylord Street. The $3 million project, replacing old 12-inch diameter cast-iron pipes, began in November and is scheduled to be completed in the fall. It is 60 percent complete.

Water Line Rehabilitation: The Towson Fourth System

The Department of Public Works and Transportation and Transportation is replacing water lines in:

  1. Joppa Road between Old Harford Road and Drumwood Road
  2. Oakleigh Road between Joppa Road and White Oak Road
  3. Satyr Hill Road from Lowell Ridge Road to Harford Road

The project began in February 2018. It was scheduled to be completed by the spring of 2019 and will cost $6.7 million.

The Future Fullerton Reservoirs

The three-year-long construction of the Fullerton Reservoirs, costing $80.1 million, is 98 percent complete. Crews are currently building an ancillary building to facilitate water chlorination.
