EPS Variances

Planning Board Capital Improvement Program Meetings

The board will meet virtually through Webex as follows:

  • Thursday, January 21, at 4 p.m.—At 4 p.m., the County Executive will present the Capital Improvement Program. At 5:30 p.m., a Capital Improvement Program Presentation will be delivered by the Department of Public Works and Transportation.
  • Tuesday, January 26, at 5:30 p.m.—Capital Improvement Program Presentations will be delivered by the Department of Environmental Protection and Sustainability, the Office of Information Technology, and the Department of Planning.
  • Thursday, January 28, at 5:30 p.m.—Capital Improvement Program Presentations will be delivered by the Department of Recreation and Parks, the Office of Budget and Finance, and Property Management.

Phoenix Road Bridge

Baltimore City’s Phoenix Road Bridge (Bridge BC6507) over Gunpowder Falls and the Northern Central Railroad Trail will be replaced. The federally-funded project is anticipated to begin this year and take two years to complete. The bridge will be closed during construction and detours will be established and announced as the project approaches its start, say Baltimore City sources.

Sewer Pumping Station in Cockeysville

Baltimore County is modernizing the Cockeysville Pumping Station. Work began in April. Modifications will take about a year and a half to finish and will cost $5,215,000. The project is 17 percent complete.

Water Main Replacement on York Road

Baltimore County is replacing a water main on York Road between Padonia Road and Wight Avenue. Contractors are replacing an old cast-iron pipe built in the 1930s that has failed frequently in the past decade. The project, which began in July 2018 and will cost about $14 million, is expected to take about two years to complete and is 98 percent finished.

  • To approve the expansion, reconstruction, and reuse of a fuel service station legally existing on the effective date of Bill 172-1993, including:
    • 1) the provision of additional fuel service previously approved by special exception in Case No 2018-0346-SPHXA;
    • 2) uses in combination permitted by special exception under Baltimore County Zoning Regulations 405.4.E to be approved by special exception in this case (convenience store greater than 6,000 square feet and a fast food restaurant);
    • 3) the expansion the uses beyond the confines of the site into 10901 McCormick Road (Tax Map 42, Parcel 62) as provided in Baltimore County Zoning Regulations 405.6.A.2, all as shown on the Plan to Accompany Petition for Zoning Hearing;
  • To approve a modified site plan under Baltimore County Zoning Regulations 409.12.B containing 73 parking spaces as shown on the Plan to Accompany the Petition for Zoning Hearing to serve the proposed uses on the property, which would otherwise require 77 parking spaces;
  • To approved nonconforming landscape transition areas along the public right of way as narrow as seven feet wide in one instance and eight feet wide in one instance in lieu of the required 10 feet under Baltimore County Zoning Regulations 104.1 and 405.5.4.A.2.b;
  • Such further and other relief as the nature of this case may require.

Special Exception:

  • For a combination of a convenience store and carry-out restaurant with a gross floor area larger than 6,000 square feet, inclusive of accessory storage, as shown on the Plan to Accompany Zoning Hearing, as a use in combination with a fuel service station, pursuant to Baltimore County Zoning Regulations 405.4.E.1;
  • For a fast-food restaurant including outdoor seating, as shown on the Plan to Accompany Zoning Hearing, as a use in combination with a fuel service station, pursuant to Baltimore County Zoning Regulations 405.4.E.10.

Variance:

  • In the alternative to Special Hearing Request No.5, a Variance from Baltimore County Zoning Regulations 409.6 to permit 73 parking spaces in lieu of 77 required;
  • In the alternative to Special Hearing Request No. 6, a Variance from Baltimore County Zoning Regulations 405.4.A.2.b for a Landscape Transition Area along a public right-of-way with a minimum width of seven feet in one instance and a minimum width of eight feet wide in one instance in lieu of 10 feet required.
