EPS Variances

The Department of Environmental Protection and Sustainability (EPS) publishes a list of the environmental administrative variance requests along with their status. The requests are listed by County Council District.

Comprehensive Zoning Map Process 2020

The Comprehensive Zoning Map Process (CZMP) takes place every four years on an exact schedule specified in the County Code. Any citizen may request a zoning change on any property in Baltimore County, although the usual participants in the process are individual landowners, contract purchasers, community organizations, County staff, the Planning Board and the County Council.

The CZMP covers a period of approximately 12 months and results in zoning decisions that are reflected in a final log of issues. Ultimately, the County Council decides on each issue whether to retain the existing zoning or to enact a different zone(s) or district(s). Generally, each issue is a single property, but an issue might cover many adjoining properties and might even cover many hundreds of acres. The zoning on all properties that were not issues is reenacted without change.

Washington Boulevard Water Main

Baltimore County is replacing an old 16-inch diameter water main on Washington Boulevard between Clark Boulevard and the CSX railroad tracks that has been prone to breaking. The project (1,200 feet of new pipe) is about 10 percent complete and is expected to be finished in the spring of next year. The old pipe dates from 1950. The new pipe will cost $400,000.

Patapsco Sewer Shed Basin 33 Relief Sewer

The Department of Public Works and Transportation recently began construction of a new sewer line south of Interstate 70 in Patapsco Valley State Park. The project, which will take a year to complete, will cost $10,967,777. It is 23 percent finished.

Powder Mill Relief Sewer

Baltimore County is investing $4,627,585 to improve the sewer system from Liberty Road to Gwynndale Avenue. Work began in September and is about 19 percent complete.

River Road Bridge Reconstruction

River Road Bridge (Bridge B-0184) was severely damaged during the May 2018 flood that hit Baltimore and Howard counties. River Road was immediately closed to traffic and contractors then demolished the remaining structure in the weeks following the storm. The Department of Public Works and Transportation immediately planned a replacement bridge. Construction began in July and should be completed in early June. It is 90 percent complete. The estimated cost is $1.8 million.

Louisiana Avenue

Baltimore County is adding curbs and gutters along both sides of Louisiana Avenue in English Consul from Washington Street to Baltimore Street. The work is expected to be completed before the end of the year.
