Olszewski Announces County’s First Comprehensive Enterprise-Wide Efficiency Audit

TOWSON, MD — Baltimore County Executive Johnny Olszewski today announced that the County has selected Public Works, LLC, to conduct an enterprise-wide efficiency audit.

The County’s first-ever comprehensive assessment will be conducted across all Baltimore County government departments and the Baltimore County Public School System (BCPS) to identify opportunities for fiscal savings through efficiency in operations and service delivery.

“Governments should effectively and responsibly deliver services to the residents they serve,” said Olszewski. “Through this innovative project, we will review spending and service delivery practices across our government to ensure we are effectively providing services to the people of Baltimore County and utilizing taxpayer dollars in the most efficient way possible.”

Public Works has vast expertise and experience working with state and local governments and public school systems. Project team members with subject matter expertise in all areas of the County’s agencies and operations will conduct their work over the next six months.

The project will be overseen by the Office of Government Reform and Strategic Initiatives, a new office created by Olszewski to improve transparency, accountability, and innovation in County Government. In addition to the efficiency audit, the Office of Government Reform and Strategic Initiatives has begun conducting program reviews to assess the operations of County departments to better understand business processes, core programs, organizational structure and overall operational health.

The results enable departmental leadership to identify opportunities for improvement and develop sustainable strategies for ongoing success. Each program review results in an Action Plan. The first Action Plan is available here: https://www.baltimorecountymd.gov/departments/executive/grsi.html

These initiatives continue to support of the goals and recommendations from Baltimore County’s Commission on Fiscal Sustainability, which Olszewski created on his first day in office. They are the County Executive’s latest efforts to enhance transparency and accountability in Baltimore County.

Other actions taken to date include the creation of BCSTAT(link is external), the County’s first data-driven performance management program; launching an Open Budget platform to provide the public with more information and transparency about how the County spends its money; and creating an Office of the Inspector General(link is external) to root out waste, fraud and abuse.
