The Honorable Susan Souder was born in Washington, DC. She graduated from the University of Maryland, College Park, B.A. (history), cum laude, in 1978 and from Georgetown University Law Center, J.D., with honors, in 1981.

She was admitted to the Maryland Bar in 1981.
