Minority and Womens Business Enterprise Program

The Minority and Women's Business Enterprise (MBE and WBE) program was established to increase MBE and WBE participation in Baltimore County contracts. The County's overall goal is to have 23 percent of the cumulative total of all discretionary dollars spent in a fiscal year of County procurements awarded to/performed by MBE and WBE firms. This will increase to 30 percent in fiscal year 2026.

CERTIFICATION

Baltimore County doesn’t certify minority and women businesses. We accept certifications from the Maryland Department of Transportation (MDOT) Minority Business Enterprise(link is external) and the Baltimore City Minority and Women's Business Opportunity Office(link is external) for the County’s MBE and WBE subcontracting program.

If you want to count up to 50 percent of the subcontract goal using your own workforce as a MBE or WBE prime contractor, you must complete the appropriate forms as part of the bid and proposal response. All MBE and WBE bid forms are available under the Compliance and Monitoring section.

COMPLIANCE AND MONITORING

The Executive Order is the culmination of an extensive evaluation of existing practices and a collaborative effort between contractors, subcontractors and County purchasing officials. It advocates to develop better reporting methods, target specific industry sectors, foster more effective partnerships and provide assistance in conducting business with the County.

REPORTING FOR PRIME CONTRACTORS AND SUB-CONTRACTORS

BALTIMORE COUNTY FUNDED PROJECTS

  • Prime Contractors will report payments to minority and women subcontractors using the MBE and WBE Compliance Portal(link is external) to comply with the terms and conditions of their Baltimore County contract in accordance with the Minority and Women Business Enterprise Requirement.
  • Subcontractors will verify and acknowledge receipt of payments for work performed on County contracts via the MBE and WBE Compliance Portal(link is external).

FEDERAL AND STATE FUNDED PROJECTS

  • Baltimore County, Community Development Block Grant (CDBG) and Maryland Department of the Environment (MDE) Projects—Prime contractors or consultants may use firms that have been certified by either Maryland Department of Transportation (MDOT) or Baltimore City's Minority Business Certification program.
  • State Highway Administration (SHA) Projects—Prime Contractors or Consultants must use firms that have been certified by MDOT.

EDIT VENDOR AND USER PROFILES

Use the steps below to edit your vendor profile or add and edit users.

Navigate to https://BaltimoreCounty.PRISMCompliance.com(link is external) in your internet browser.

Be sure to select the appropriate jurisdiction (agency) that you are reporting on.

  • If you are logging in for the first time and you need to obtain the company login information you must submit a written request to mwbe@baltimorecountymd.gov on company letterhead. Include the Company Tax ID for verification purposes.
  • If you need a password reset, you may email mwbe@baltmorecountymd.gov or call 410-887-3407. The Company Tax ID will be needed for verification purposes. 

Select Administration from the modules listed on the left.

  1. Manage Users Profile to add or change users for your company.
  2. Manage Employee Profile to add or change employee users for your company.
  3. Manage Vendor Profile to modify vendor data.

The following vendor data can be edited by selecting Manage Vendor Profile:

  • Name
  • Phone
  • Insurance Number
  • Expiration Date
  • Insurance Company
  • URL
  • Number of Employees
  • Contracts
    • Name
    • Phone
    • Email

All other data can be updated by calling the PRISM coordinator.

Select List User to display a list of users for your company or select Add User to enter a new user for your company.

Enter User data.

  • First Name

VENDORS TO SUBMIT PERIODIC REPORTS

Use the steps below to submit reports.

Navigate to https://BaltimoreCounty.PRISMCompliance.com(link is external) in your internet browser.

Be sure to select the jurisdiction (agency) that you are reporting on. Note: If you are logging in for the first time and you need to obtain the company login information, you may submit a written request to mwbe@baltimorecountymd.gov on company letterhead or call 410-887-3407. Company Tax ID will be needed for verification purposes. 

Select Compliance (left menu).

Locate appropriate contract from the list. Under Action (far right), select the Menu icon, then select the appropriate action:

  • If you are the prime on the contract, select Add (+) Payment.
  • If you are the subcontractor, select Add (+) Invoice.

Select Add Activity to enter new activity or select List Activity to view activity already entered.

  • If you are a prime on the contract, you will be entering a payment report to your sub(s).
  • If you are a sub on the contract, you will be entering an invoice report to your prime.

If you are a sub on the contract, PRISM will send you an email when the Prime submits a payment report. Review the email and if payment has been received and the data is accurate, select "I accept,".

DISPARITY STUDIES

Baltimore County commissioned Mason Tillman Associates, Ltd. to conduct a Disparity Study. The final report assesses the County’s use of minority and women-owned business enterprises on contracts issued for construction, architecture and engineering, professional services, and goods and services.
