The Investment and Debt Management Division of the Office of Budget and Finance provides banking, cash management, debt management and pension investment and financial reporting services to the citizens of Baltimore County. The primary objectives of the County's investment policy, in priority order, are safety, liquidity and yield.

Debt Management Program

The primary purpose of the debt management program is to access capital at the lowest possible interest rates while maintaining the County's AAA ratings with the three major rating agencies. Less than one percent of all jurisdictions in the nation receive such a rating.

Debt Affordability Studies

Pension Management Program

The primary purpose of the pension management program is to oversee the investments, manage the funding, serve as a liaison between the Board and the investment consultants and managers, and prepare a comprehensive annual financial report of the Retirement Plan. The Plan has been awarded the prestigious Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association of the United States and Canada (GFOA) every year since 1994.

This division is also responsible for oversight of the Office of Budget and Finance's Retirement section.
