Special Hearing to permit/determine a Group Child Care Center, Class B (up to 40 children) and improvements planned in such a way that compliance with the bulk standards of Section 424.7 of the BCZR will be maintained to the extent possible and that the special exception can otherwise be expected to be compatible with the character and general welfare of the surrounding residential promises, pursuant to Section 1B01.1.B.1.g(1), BCZR.  Special Exception to permit a Group Child Care Center, Class B (up to 40 children) located within a residential transition area (RTA) pursuant to Section 1B01.1.C.6, BCZR.  Variance to permit a 0 ft. RTA buffer in lieu of the required 50 ft. (front, sides and rear) and setbacks of 10 ft. and 14 ft. (sides) in lieu of the required 75 ft., 58 ft. (rear) in lieu of the required 75 ft., and 25 ft. (front) in lieu of the required 75 ft., pursuant to Section 1B01.1.B.1.e(2) for buildings; and as close as 0 ft. in lieu of the required 50 ft. for playground areas pursuant to Section 1B01.1.B.1.e(2) of the BCZR. Variance from Section 424.1 B of the BCZR to permit a solid vinyl fence on property line in lieu of the required solid wood stacked or panel fence no closer than 20 ft. to property line. Variance from Section 424.7 A of the BCZR, to permit a lot size of 0.16 acres +/- in lieu of the required minimum 1 acre. Variance from Section 424.7 B of the BCZR to permit a 0 ft. vegetative buffer in lieu of the required 20 ft. (side and rear) and 10 ft. and 14 side yard setbacks in lieu of the required 50 ft. Variance from Section 424.7 C of the BCZR to permit parking, drop-off and delivery areas in the front yard in lieu of the side or rear yard. For such other and further relief as may be required by the Administrative Law Judge for Baltimore County.
