Tom Quirk, County Council District 1.

Thank you for visiting my Council's web site. It is my honor and privilege to represent the residents of the First Councilmanic District.

I was first elected to the County Council in 2010 (and re-elected in 2014 and 2018) after years of community involvement and leadership. In addition to serving as your Councilman, I am also a Certified Financial Planner professional and own a local small business. My family and I live in Oella.

On the County Council, I represent the interests of my constituents in Southwest Baltimore County, and I work with my colleagues on the Council and with County Executive Olszewski to promote the well-being of Baltimore County. This work involves staying in touch with our community, working across partisan lines, and making tough decisions. I'm proud of the work I do and value the opportunity to be your voice on the County Council.

During my time in office, I have worked on many different issues that affect the residents of District 1. Some of the work I'm most proud of has been on issues of Zoning and Development Transparency, helping Guinness locate to the area, Open Space and Environmental Protections, and Public Safety. I’m also glad that our area has received well over $500m in capital for new schools throughout the community. Additionally, as Chair of the Spending Affordability Committee, I lead a team of elected officials and budget experts to make recommendations to our County Executive and the County Council for a fiscally responsible budget that funds the vital services that our residents depend on.

In the “Meetings” Tab above this letter, you can review the Council's agendas, minutes, and pending legislation to keep up with the many policy issues we address.
