Behavioral Health Advisory Council

The Baltimore County Behavioral Health Advisory Council (BHAC) was established in accordance with Title 10, Subtitle 3, Part II of the Health General article of the Annotated Code of Maryland for the provision of joint existing Mental Health and Addictions Advisory Committees. The merging of the two advisory committees into the Behavioral Health Advisory Council was accomplished through County legislation in December 2018. The Behavioral Health Council works with the Local Behavioral Health Authority to:

  • Monitor, review and evaluate the adequacy of publicly funded behavioral health services within the County
  • Determine the needs of the county behavioral health system, including quality of services, gaps in the system and interagency coordination
  • Participate in the development of the local behavioral health plan and budget and make recommendations
  • Prepare and disseminate an annual report to required parties

Council Members

The BHAC leadership consists of seven members appointed by the Baltimore County Executive who represent an area outlined in the Annotated Code of Maryland. The BHAC also has non-voting members who are necessary to advise and advocate about behavioral health issues. Apply for a vacancy online.

Meetings

Meetings are held the second Friday of the month (with the exception of August) from 8:30 to 10 a.m. at the Drumcastle Government Center, 6401 York Road, Third Floor, Baltimore, Maryland 21212 in the third floor conference room.
