The Baltimore County Police Department will hold a promotion ceremony for 23 officers and two professional staff members on Monday, October 28. The 7 p.m. ceremony will take place at Oregon Ridge, in the Sequoia Room, 13401 Beaver Dam Road, Cockeysville, 21030.

Family and friends will join Baltimore County Executive John Olszewski, Jr., Chief Melissa R. Hyatt and other dignitaries for the event.

This is a significant first round of promotions for the new Chief.  Among the promotees includes, a female Captain to the command staff and the promotion of Tonya Johnson, who will become the first African American female Lieutenant for the Department.  

The following is a list of the promoted officers.

Promoted to the rank of Captain

  • Lieutenant Deanna L. Chemelli is promoted to the rank of Captain and is assigned to Precinct 6/Towson
  • Lieutenant Craig A. Mitchell is promoted to the rank of Captain and is assigned to Precinct 11/Essex

Promoted to the rank of Lieutenant

Professional Staff Promotions

  • Samantha Bosse is promoted to Criminal Records Supervisor
  • Kathy Wallace is promoted to Executive Secretary

On Monday, June 3, two Baltimore County police officers will be promoted.

The promotion ceremony will be held at 10 a.m. at the Public Safety Building, 700 East Joppa Road, Towson, Maryland 21286.

County Deputy Administrative Officer Drew Vetter and Chief Terrence B. Sheridan will speak at the ceremony and present the promotion certificates. Ms. Carol Miller, Chief Deputy Clerk for Baltimore County, will administer the oath of office and Chaplain Gary Cross will offer the invocation and benediction.

The following officers will be promoted.

  • Corporal Joseph M. Quattrochi is promoted to Sergeant and is assigned to Precinct 12 Dundalk
  • Officer Jeffery S. Parsons is promoted to Corporal and is assigned to Precinct 1 Wilkens

Fire Chief Kyrle W. Preis, III has promoted four members to the rank of Fire Director.  They will be in charge of key support services areas of the department.

Congratulations to the following:

  • Fire Captain Craig Bidinger, who will oversee the Supply and Logistics Division
  • Fire Captain Julia Dillard, who will oversee the Safety Division
  • Fire Captain Marcus Johnson, who will oversee the Fire Marshal's Office
  • EMS Captain Tim Rostkowski, who will oversee the Fire-Rescue Academy

The promotions are effective July 7, 2018.
