The Baltimore County Police Department will hold a promotion ceremony for ten officers on Thursday, May 24 at 1 p.m. The ceremony will be held at the Baltimore County Public Safety Building, 700 East Joppa Road, Towson 21286.

Chief Terrence B. Sheridan will speak at the ceremony and present the certificates. The oath of office will be administered by the Honorable Julie Ensor, Clerk of the Court for Baltimore County. The invocation and benediction will be offered by Deacon Hugh Mills.

The following is a list of the promoted officers and their new assignments.

  • Sergeant Andrea Bylen is promoted to the rank of Lieutenant and assigned to Precinct 2 Woodlawn
  • Corporal Sean Casey is promoted to the rank of Sergeant and assigned to Precinct 12 North Point
  • Corporal Brian Martin is promoted to the rank of Sergeant and assigned to Precinct 6 Towson
  • Corporal Deneisha Seaman is promoted to the rank of Sergeant and assigned to Precinct 9 White Marsh
  • Corporal Scott Walston is promoted to the rank of Sergeant and assigned to Precinct 9 White Marsh
  • Officer Jeffrey Beck is promoted to the rank of Corporal and assigned to Precinct 1 Wilkens
  • Officer Rachel Cassady is promoted to the rank of Corporal and assigned to the Operations Bureau
  • Officer Ryan Crabbs is promoted to the rank of Corporal and assigned to the Operations Bureau
  • Officer Keith Gordon is promoted to the rank of Corporal and assigned to Precinct 2 Woodlawn
  • Officer Broc Robinson is promoted to the rank of Corporal and assigned to Precinct 11 Essex

On January 6, 2016 at 10 a.m., 13 Baltimore County police officers and 2 civilian employees will be promoted. The ceremony will take place at the Sollers Point Multi-Purpose Center, 323 Sollers Point Road, Dundalk, 21222.

County Executive Kevin Kamenetz and Police Chief Jim Johnson will join family and friends of the promotional candidates at the ceremony and will present the certificates of promotion. The oath of office will be administered by the Honorable Julie Ensor, Clerk of the Circuit Court. The invocation and benediction will be offered by Pastor Paul Palazzi, Departmental Chaplain.

The promoted officers and their new assignments are:

  • Lieutenant John W. Young Jr. is promoted to Captain and is assigned to Precinct 7/Cockeysville
  • Sergeant Jeremy F. Boothe is promoted to Lieutenant and is assigned to Precinct 4/Pikesville
  • Sergeant Wilbert A. Buckingham III is promoted to Lieutenant and is assigned to Precinct 6/Towson
  • Corporal Charles C. Bagley III is promoted to Sergeant and is assigned to Precinct 11/Essex
  • Corporal Matthew P. Lehto is promoted to Sergeant and is assigned to the Operations Bureau
  • Corporal Chad E. Miller is promoted to Sergeant and is assigned to Precinct 3/Franklin
  • Corporal Ryan M. Mull is promoted to Sergeant and is assigned to the Operations Bureau
  • Corporal Jean M. Slattery is promoted to Sergeant and is assigned to the Mobile Projects Unit
  • Officer Gregory W. Barber is promoted to Corporal and is assigned to the Operations Bureau
  • Officer Penny M. Ellingworth is promoted to Corporal and is assigned to the Mobile Projects Unit
  • Officer Steven T. Iman is promoted to Corporal and is assigned to Precinct 3/Franklin
  • Officer James P. Johns is promoted to Corporal and is assigned to Precinct 9/White Marsh
  • Officer Steven J. Pruett is promoted to Corporal and is assigned to Precinct 9/White Marsh

The promoted civilian employees and their new assignments are:

  • Derek M. Conner is promoted to Criminal Records Supervisor
