On December 7 at 1 p.m., four Baltimore County police officers will be promoted. The ceremony will take place in the Vista Room located at the Maryland State Fairgrounds, 2200 York Road, Timonium.

County Executive Kevin Kamenetz and Chief James Johnson will join family and friends at the ceremony and will present the certificates. The Oath of Office will be administered by the Honorable Julie Ensor, Clerk of the Circuit Court. The invocation and benediction will be offered by BCoPD chaplain, Rabbi Norman Lowenthal.

The following is a list of the promotees and their new assignments:

  • Lieutenant Eliot M. Latchaw is promoted to Captain and is assigned to the Operations Bureau.
  • Sergeant Jay C. Landsman Sr. is promoted to Lieutenant and is assigned to Precinct 4/Pikesville.
  • Corporal Gregory P. Sheets is promoted to Sergeant and is assigned to Precinct 12/Dundalk.
  • Officer Justin D. Tester is promoted to Corporal is assigned to Precinct 11/Essex.

UPDATE (September 1  9:36 a.m.):

After a bail review on Monday, Jonathan Fleming is now being held without bail at the Baltimore County Detention Center.

Original release (August 28  4:44 p.m.):

A 17-year-old Carroll County boy who raped a 9-year-old family friend Thursday at the Maryland State Fairgrounds has been charged as an adult. 

Jonathan Fleming, of the 200 block of Montgomery Avenue, 21771, has been charged with second degree rape, second degree sexual offense, perverted practice, fourth degree sexual assault and second degree assault. He is held at the Baltimore County Detention Center on $500,000 bond.

The victim is a girl from Carroll County. 

The investigation by the Crimes Against Children Unit found that Fleming has been sexually abusing the girl since she was about three years old. She told police that Fleming has forced her several times a year to engage in sex acts at different fairs in Maryland and elsewhere. 

Detectives determined that Fleming's family and the girl's family were together Thursday at the fairgrounds in the 2200 block of York Road, Timonium, preparing for the Maryland State Fair. The families often travel together to fairs. 

The girl told police that during the afternoon Fleming touched her inappropriately at the Cow Palace before moving to a more secluded area. He subsequently took her to the Swine Barn and a trailer owned by the Fleming family. The victim told police that over the course of 15 to 20 minutes Fleming forced her to perform various sex acts, including intercourse.  

The girl's father notified police after being warned by a farmer who became concerned when he saw Fleming and the girl at the Swine Barn.

The investigation into the allegations of prior abuse remains ongoing. Additional charges are possible.
