Update (July 13, 2019 12:20 p.m.): 

Baltimore County Police have charged a 22-year-old man with the July 12th shooting on Shawnee Court, 21234. Kai Anthony Warren Barnes of the unit-block of Shawnee Court has been charged with attempted first-degree murder, first-degree assault, and the use of a firearm in a crime of violence. Detectives from the Violent Crimes Unit were able to determine that the shooting was targeted over an on-going dispute. 

Barnes is being held at the Baltimore County Department of Corrections on a denied bail status. A photograph is not available at this time. 

Original (July 12, 2019 9:23 p.m.): 

Just after 2:30 p.m. on July 12, 2019, Baltimore County Police received a call for a shooting in the unit-block of Shawnee Court, 21234. Officers arrived and found the victim, a 23 year old man suffering from a single gunshot wound to the upper body. The man was taken to a local hospital, where he is expected to survive his injuries.

Violent Crimes Unit detectives are actively investigating this incident and believe that the victim was targeted by the suspect. Police do not believe that there is an ongoing threat to the public. More details will be provided as the investigation progresses. 

One man is dead, another injured, following a disturbance that led to a shooting outside a bar in Windsor Mill.

Officers responded to the parking lot of Golden Dragon Bar and Grill in the 8100 block of Liberty Road around 1:45 a.m. after 9-1-1 received a call for a shooting from the complainant, identifying himself as an off-duty officer. Two men suffering from gunshot wounds were located and transported to area hospitals.

As the bar was closing and patrons were leaving, a disturbance on the parking lot drew the attention of another patron who has since been determined to be a security forces member of the Maryland Air National Guard with a gun permit. The airman saw the suspect, a 36-year-old man, with a gun. The airman drew his gun and issued commands to the suspect to drop the weapon. There was an exchange of gunfire that followed.

The suspect was struck by gunfire during the exchange and suffered a fatal wound. He was pronounced deceased at the hospital. The airman was not injured during the exchange.

A second adult man in the area at the time of the exchange was also struck by gunfire, suffering a non-fatal gunshot wound to the upper body. He was transported to an area hospital for treatment.

Detectives from the Baltimore County Homicide Unit responded to the scene and are continuing the investigation into this shooting. A gun was recovered at the scene of the shooting.

The decedent is identified as Jerome Dewitt Garrison (36) with a last-known-address in the Irvington area.
