Police have determined that a dispute between children led to an offensive note left on at the apartment of a Muslim family.

On October 14 at 3:37 p.m., a Baltimore County Police Officer was on patrol in the 7500 block of Ives Lane 21222 when he was approached by a man who told him about a note that was left in front of his apartment door.

The investigation indicated that a person had left a note in front of an apartment door. That note stated:

“Terrorist, Leave no one wants you here. Your kind is a disgrace. 9/11 was your fault. Can barely speak English. Stupid” b******”. Take that” s*** “off of your head”.

There was a drawing at the bottom of the paper of a person who was wearing a hijab and was holding a “cartoon bomb”.

Officers were able to identify a 14-year-old girl, whose family lives in the same building, as the person who wrote the note. When officers met with the girl and her parents, she stated that she wrote the note because two of the children in the family had “cursed at her and made offensive gestures.”

Officers explained to the girl and the family the seriousness of what she had done. The girl’s parents were cooperative and assured officers that they would handle the matter at home.

The investigation indicated that while the note was offensive, no crime had occurred.

Officers with the Dundalk Precinct Community Outreach Unit followed up with the family and provided resources on bias. A follow-up check today indicated no additional problems.

On October 21 at 1 p.m., 18 Baltimore County police officers will be promoted. The ceremony will take place at the Sollers Point Multi-Purpose Center, 323 Sollers Point Road, Dundalk 21222.

County Executive Kevin Kamenetz and Chief James Johnson will speak at the ceremony and present the certificates. The oath of office will be administered by the Honorable Julie Ensor, Clerk for Baltimore County. The invocation and benediction will be offered by Deacon Hugh H. Mills Jr., a police chaplain.

The following is the list of the promoted officers and their new assignments.

  • Lieutenant Stephen B. Troutman is promoted to the rank of Captain and is assigned to Precinct 8 Parkville.
  • Sergeant Joseph M. Ciampaglio Jr. is promoted to the rank of Lieutenant and is assigned to Precinct 6 Towson.
  • Sergeant Anthony J. DiCara is promoted to the rank of Lieutenant and is assigned to Precinct 8 Parkville.
  • Sergeant John A. Soter is promoted to the rank of Lieutenant and is assigned to Precinct 4 Pikesville.
  • Corporal George Bandurchin III is promoted to the rank of Sergeant and is assigned to Precinct 8 Parkville.
  • Corporal Mallory J. Grantham is promoted to the rank of Sergeant and is assigned to Precinct 11 Essex.
  • Corporal Maurice H. Hoppert III is promoted to the rank of Sergeant and is assigned to Precinct 11 Essex.
  • Corporal Charles M. Montgomery Jr. is promoted to the rank of Sergeant and is assigned to Precinct 11 Essex.
  • Corporal Joseph W. Robinson is promoted to the rank of Sergeant and is assigned to Precinct 4 Pikesville.
  • Corporal Timothy J. Stadler is promoted to the rank of Sergeant and is assigned to Precinct 12 Dundalk.
  • Officer Patrick R. Burns is promoted to the rank of Corporal and is assigned to Precinct 12 Dundalk.
  • Officer Mohammed R. Goff is promoted to the rank of Corporal and is assigned to Precinct 9 White Marsh.
  • Officer Matthew R. Gonzalez is promoted to the rank of Corporal and is assigned to Precinct 2 Woodlawn.
  • Officer Joseph S. Grossman is promoted to the rank of Corporal and is assigned to Precinct 2 Woodlawn.
  • Officer Harry W. Power IV is promoted to the rank of Corporal and is assigned to Precinct 12 Dundalk.
  • Officer Christopher G. Robinson is promoted to the rank of Corporal and is assigned to Precinct 12 Dundalk.
  • Officer Michael S. Scatton is promoted to the rank of Corporal and is assigned to Precinct 4 Pikesville.
  • Officer Matthew J. Wood is promoted to the rank of Corporal and is assigned to Precinct 6 Towson.
