Baltimore County Police have charged a Westminster man after investigating a complaint of a man taking pictures underneath women's dresses at a York Road Safeway.

On June 1 at 4:22 p.m. Baltimore County Police responded to a Safeway store in the 1000 block of York Road 21204 and met with the store manager. The store manager told police that over the past few weeks, a male had been coming into the store, following female customers, and taking pictures up their dresses or skirts.

Further investigation indicated that on June 1 around 2:30 p.m., a male entered the store carrying a cell phone in his hand. The male was later observed walking past a female, holding his cell phone between her legs, and walking away. He was observed getting into an orange Jeep Wrangler.

Detectives identified this male as 38-year-old David Wayne Sayler of the 3500 block of Baker Road 21157.

When detectives confronted Sayler about the allegations, he admitted to taking photographs and videos under women's skirts and dresses on multiple occasions.

Detectives obtained a search and seizure warrant for the suspect's vehicle. When the vehicle was searched, detectives found several bags of suspected Marijuana that were packed in such a way that suggested that they were intended for distribution.

Sayler was charged with private place - prurient intent, CDS: possession, and CDS: possession with intent to distribute. He was released on $10,000 bail.

During the investigation, detectives learned that Sayler is employed by the Baltimore County Department of Aging.

This incident remains under investigation by the Precinct 6 Investigative Services Team.

UPDATE (July 7  2:12 p.m.):

Baltimore County Police have identified the man that died in this crash as 21-year-old Nolan R. Robison of the 100 block of Deep Dale Court 21093.

Original release (July 7  5:05 a.m.):

At 1:07 a.m. this morning, Baltimore County Police and Fire personnel responded to the 19400 block of Middletown Road 21120 for a serious crash. 

The initial investigation into this incident has indicated that a Honda Accord had been traveling east-bound in the 19400 block of Middletown Rd 21120 when it left the roadway and struck a tree.

The adult male driver, and only occupant of the vehicle, was declared deceased at the scene.

This incident is under investigation by the Baltimore County Police Crash Team.
