Stylized Crab Image Calls Out Potential Risks to Food Sources

County Executive Johnny Olszewski announced that the County’s anti-litter outreach campaign, "Litter Doesn't Stop Where it Drops", won a prestigious international award for its artistic imagery and clear messaging that highlights the connection between litter and its damaging effect on aquatic life, including the seafood that we eat. The ads, designed by the Towson advertising firm Pinnacle Communications Resource Company, ran on buses, trash cans, social media and other locations.

“Litter is an unsightly issue in many of our neighborhoods and in our waterways,” said Baltimore County Executive Johnny Olszewski. “We are reminding people that litter has long-term consequences that can be easily prevented by all of us being mindful of its effect on the environment by making simple changes to how we dispose of our trash and recyclables.”

The Department of Environmental Protection and Sustainability’s “Litter Doesn’t Stop Where it Drops” ad campaign, which launched this spring, took Bronze in the international 2019 Summit Creative Awards. The awards series recognizes advertising worldwide and is considered the premier arbiter of creative excellence for small and medium advertising firms. The winning ad was selected from more than 4,500 submissions from 27 countries and was among only 11% of total entries that won an award.

The campaign (PDF) features a stylized photograph of a steamed Maryland blue crab with part of its body replaced with pieces of litter. The outreach campaign illustrates how litter can hit the ground and be carried away by wind or rain down the nearest storm drain and into streams and the Chesapeake Bay. Additional ads will be running in the upcoming months.


Comedic, Silent Film-Style PSA Encourages Residents to Recycle Correctly

Members of the County’s Recycling staff have won a 2019 Telly Award and a 2019 National Association of Government Communicators (NAGC) Blue Pencil and Gold Screen Award for their contributions to the creation of Baltimore County’s comedic, silent film-style recycling PSA, “Tangled Up!

Communications Specialist Jeanette Garcia Polasky, Public Information Specialists Rashida White and Anne Marshall, and interns Jahi Thomas and Natalie Adachi were among the 11 County employees who worked on the PSA that earned them a Silver Telly Award in the Social Video, General-Public Service and Activism category. Other 2019 Silver Award winners include Verizon Media, The Humane Society of the United States and the National School Boards Association.

Receiving over 12,000 entries from all 50 states and five continents, the Telly Awards honors excellence in video and television across all screens and is judged by more than 200 leaders from video platforms, television, streaming networks and production companies, including Vice, Vimeo, Hearst Digital Media, BuzzFeed and A&E Networks.

Blue Pen and Gold Screen Award

This June, Garcia Polasky, White, Thomas and Adachi will accept a NAGC Blue Pen and Gold Screen Award in the Public Service Announcement category for “Tangled Up!” at a reception in Arlington, Virginia, where they will find out if they won first or second place, or an Award of Excellence.

According to NAGC, their annual international awards program recognizes superior government communication products, and those who produce them, with awards in over 40 categories.

About the PSA Video

Produced in-house and released on America Recycles Day 2018, “Tangled Up!” demonstrates why items such as plastic bags and clothing, known in the recycling industry as “tanglers,” are not accepted by recycling programs across the country. Tanglers get caught in the equipment at the County’s Materials Recovery Facility (MRF) and must be cut off of by hand, one by one, in order for operations to resume.

“I want to congratulate our recycling staff on their innovative, creative and witty public service announcement,” said Baltimore County Executive Johnny Olszewski, Jr. “This is a well-deserved recognition that hopefully will encourage more people to recycle, and recycle responsibly.”

“Tangled Up!” has been shared on social media and blogs by more than 170 government, business, nonprofit and media organizations, and industry professionals on four continents.
