Services to be Provided Free to Baltimore County Programs and at Cost for Others

Baltimore County Animal Services is making their state-of-the-art spay/neuter clinic at Southwest Area Park (SWAP) in Baltimore Highlands available to managers of other municipal and non-profit feral cat trap, neuter and release (TNR) programs in Maryland. The Kamenetz administration opened the SWAP on-site surgical suite facility in 2016 as part of a comprehensive approach to advancing the public health goal of reducing the population of homeless animals throughout Baltimore County.

“We have been successful in transforming our whole Animal Services function and reducing the population of stray animals in our communities, and now, with our low-cost spay/neuter facilities in three locations around the County, it is prudent for us to make the SWAP facility available to other organizations that are working toward that same goal in the region and state,” Kamenetz said.

The SWAP spay/neuter clinic offers a spacious, fully equipped and staffed surgical suite with a separate holding and recovery area for feral cats, and a special secure loading bay. The service includes surgical costs, microchipping, ear tipping and a rabies vaccine. The County is charging $40 per cat for eligible feral cat programs outside of Baltimore County, and there is no charge for programs located in Baltimore County. To be eligible, programs outside of Baltimore County must receive grant funding from the Maryland Department of Agriculture.

Interested program managers in Baltimore County may contact TNR Coordinator Rebecca Sass-Crews at 410-887-2727 or rsass-crews@baltimorecountymd.gov. Programs outside of the County may contact Carrie McCloskey at cmccloskey@baltimorecountymd.gov. The SWAP facility is located at 3941 Klunk Drive, Baltimore, MD 21225.

Low-cost Spay/Neuter Services Offered to the Public at Baldwin, Dundalk and Baltimore Highlands Facilities

Baltimore County began performing spay/neuter surgeries on shelter animals in the fall of 2013 at its main facility in Baldwin, and then opened a facility in Dundalk in the summer of 2015, and one at Southwest Area Park in December 2016. Since the inception of the spay/neuter program, the County has performed more than 20,000 procedures.

All three of the County’s Animal Services locations offer spay/neuter services to the public for cats and dogs for the low cost of $20, by appointment only. Many residents actually qualify for free procedures through one of several grant-funded programs. To encourage responsible pet ownership and decrease overpopulation of unwanted animals, this program includes:

  • Spay/neuter procedure
  • First distemper and rabies shots
  • Deworming
  • A County license
  • Microchip

County residents may schedule appointments and find more information about spay/neuter packages, including animal restrictions on the County’s website.

Appointments are available now at the Spay/Neuter Center located at 7702 Dunmanway in Dundalk; at the Southwest Area Park location, located at 3941 Klunk Drive in Brooklyn; and at the County’s main Animal Services location, 13800 Manor Road in Baldwin. Advance payment by debit or credit card is required. No payment of any type is accepted at the facility.
