Transportation Planning

This unit is currently housed within the Department of Public Works Bureau of Traffic Engineering and Transportation. It's primarily responsible for general multimodal mid- to long-range transportation planning, transit operations planning, grant development and management, monitoring transportation conditions, envisioning the future and identifying emerging issues, and developing and analyzing appropriate solutions in cooperation with the community-at-large and policy makers. In conjunction with these tasks, the Transportation Planning unit also maintains the County's travel forecasting model and represents the County on various metropolitan task forces including, but not limited to, the Baltimore Regional Transportation Board, Central Maryland Transit Planning Commission, and the Baltimore Metropolitan Council.


  • Coordinate transportation planning activities between the Department of Public Works and all County agencies, with emphasis on Economic Development Commission's (EDC) economic development strategies and the Department of Planning's Master Plan
  • Provide review and recommendation to the Executive Office regarding transportation-related bills during the legislative session
  • Provide guidance and planning for development of bicycle and pedestrian plan
  • Provide guidance and operation expertise for all transit projects in conjunction with CountyRide
  • Provide users of all modes with guidance and information on trip planning activities
  • Develop grant applications and manage grant agreements with federal, state and other eligible entities
  • Provide technical assistance to the Department of Planning and neighborhood groups in preparing transportation elements
  • Provide transportation review on State Clearinghouse items, road closures, surplus property and development
  • Develop and maintain the County's travel demand forecasting model (MINUTE) in order to assess proposed transportation improvements
  • Provide liaison and technical assistance to Morgan State University, Towson University, Goucher College, Green Towson Alliance, Baltimore County Chamber of Commerce, Towson Chamber of Commerce, Towson Development Corporation, University of Maryland Saint Joseph Medical Center, Greater Baltimore Medical Center, Sheppard Pratt Hospital and other various organizations
  • Evaluate and recommend specific projects in anticipation of future transportation, land use and economic development needs
