CZMP 2020—Process Update

Due to COVID-19 public gathering restrictions, the Planning Board’s CZMP 2020 public hearings have been canceled.     

Planning Board Public Comment

Thank you for submitting public comment from March 30 to April 10, 2020 through email, mail and the CZMP Public Comment application. Comments have been organized by council district and summarized below. All information has been shared with the Planning Board.

Department of Planning Review Period

The Department of Planning, with input from County agencies, has reviewed the zoning requests and provided a recommendation for each request. The recommendations are listed in the Log of Issues. The Planning Director's Report (PDF) outlines the policies used to guide the Planning Department Staff recommendations.

CZMP Process

The Comprehensive Zoning Map Process (CZMP) takes place every four years on an exact schedule specified in the County Code. Any citizen may request a zoning change on any property in the County, although the usual participants in the process are individual landowners, contract purchases, community organizations, County staff, the Planning Board and the County Council.

The CZMP covers a period of approximately 12 months and results in zoning decisions that are reflected in a final Log of Issues. Ultimately, the County Council decides on each issue whether to retain the existing zoning or to enact a different zone(s) or district(s). Generally, each issue is a single property, but an issue may cover many adjoining properties and might even cover many hundreds of acres. The zoning on all the properties which were issues is re-enacted without change.

CZMP Dashboard

The 2020 CZMP dashboard monitors, tracks, and assesses the zoning issue request data for the 2020 CZMP. This tool can be used to view zoning statistics of all areas in the County that are impacted by a zoning issue request. The statistics can be shown at the Countywide level, Councilmanic District level or by Issue.
