Permits, Approvals and Inspections

Hearings Postponed

All Administrative Law Judge hearings are postponed effective Monday, March 16 through Friday, May 1. Hearings will resume on Monday, May 4. If your hearing is scheduled to occur between March 16 and May 1, you will be contacted to reschedule.

Online Payment Available for Select Services

The County Office Building is closed to the public, with the exception of the lobby, until further notice. The Department will continue to accept and process permits, reviews and licenses. Online payments are now accepted for select services. Find more information about how to pay your submission fee online.

With over 600 square miles and approximately 847,562 people in Baltimore County, the Department of Permits, Approvals and Inspections (PAI) oversees the development and use of land.


New Smoke Alarm Rules Now in Place

As many of you are aware, a new state law went into effect on January 1, 2018 changing the requirements for smoke alarms. Regarding the law, the State Fire Marshal issued the following statement: "It requires replacement of any battery-only operated smoke alarm that is more than 10 years old with a unit powered by a 10-year sealed-in battery having a 'Hush' button feature."

These new requirements do not impact individuals in the County’s rental registration program, because the County’s rental registration provisions do not permit battery-operated smoke detector units and require that a smoke detector be hard-wired.

Baltimore County’s Fire Department and the Department of Permits, Approvals and Inspections will be providing additional educational information regarding these new regulations as we move forward.

New Third-Party Inspection Program for Sediment and Erosion Control

Developers may now utilize a County-approved third-party inspector to monitor and enforce sediment and erosion controls.

New Program Authorizing Third Party Inspections of Solar Systems

Applicants for electrical permits may elect to utilize private sector inspectors to certify code compliance in accordance with the new County policy.

New Expedited Building Plan Review Program

Applicants for commercial building permits may elect to utilize private sector design professionals to peer review construction plans—which receive priority status during the plan review process—and specifications for code compliance prior to submission.

Sediment and Erosion Control Inspection Division inspectors check earth-moving activities to insure the disturbed area is stabilized sufficiently to minimize the potential for erosion and sediment transport from the work site as specified by an approved sediment and erosion control plan.
