Baltimore County is divided by watershed into 23 Small Watershed Action Plan (SWAP) areas. SWAPs have been developed for about half of the planning areas and completed SWAPs are posted online. This page is dedicated to draft SWAPs that are ready for public comment.

In developing a SWAP, the watershed is assessed for sources of pollution to streams and rivers, and restoration opportunities. An action plan to improve stream conditions is established; it is designed to achieve various Total Maximum Daily Loads set by Maryland Department of the Environment. The SWAP is guided by an active steering committee composed of community leaders, representatives of local institutions, businesses, and watershed associations, as well as pertinent county and state agencies. A public meeting was held during SWAP development.

If you wish to comment on the SWAP, please reference the page number, subsection and paragraph for each comment. Comments are due by December 20, 2018 at 4:30 p.m.
