About Director Jay Ringgold

Division Chief (DC) Jay Ringgold is Baltimore County's Director of Homeland Security and Emergency Management.

DC Ringgold is a 33-year veteran of the Baltimore County Fire Department and holds its third-highest rank. He has extensive experience in emergency management and has been actively involved in Emergency Management operations, including management of the Emergency Operations Center, since 2006. 

In January 2019, DC Ringgold was appointed the County's Director of Emergency Management by Governor Larry Hogan. State law requires the Governor, upon recommendation from a jurisdiction's top elected official, to appoint a local Director of Emergency Management. This appointee oversees all Emergency Management issues and reports to the jurisdiction's top elected official—in Baltimore County, the County Executive—regarding these matters.

Since 2018 and prior to the gubernatorial appointment, DC Ringgold supervised Emergency Management operations under the direction of the Fire Chief.
