Landmarks Preservation Commission Meeting

The Landmarks Preservation Commission meeting will be held on Thursday, March 12, at 6 p.m., in Room 104 of the Jefferson Building, 105 West Chesapeake Avenue in Towson.

Comprehensive Zoning Map Process (CZMP) Hearing

CZMP Hearing, 7th District
Date: Thursday, March 26

The CZMP takes place every four years on an exact schedule specified in the County Code. Any citizen may request a zoning change on any property in Baltimore County, although the usual participants in the process are individual landowners, contract purchasers, community organizations, County staff, the Planning Board and the County Council.

The CZMP covers a period of approximately 12 months and results in zoning decisions that are reflected in a final log of issues. Ultimately, the County Council decides on each issue whether to retain the existing zoning or to enact a different zone(s) or district(s). Generally, each issue is a single property, but an issue might cover many adjoining properties and might even cover many hundreds of acres. The zoning on all properties that were not issues is reenacted without change.

Please Note: Each speaker will have two minutes to present their views to the Planning Board for the CZMP issues in the 2nd District. If preparing written testimony, please bring 20 copies for the Planning Board members and staff.

The Planning Board will deliberate their recommendations during work sessions in the month of April. The sessions are open to the public, however no public input will be heard during work sessions.

Beachwood Road Pumping Station

Baltimore County began renovating the Beachwood Road Sewage Pumping Station in Dundalk almost a year ago. The project, which is 98 percent complete, will be finished in March and cost $3,093,000.

New Water Lines on Eastern Avenue

Baltimore County is replacing old cast-iron water lines on Eastern Avenue, which have failed frequently, between the Back River Bridge and Riverside Drive. Work on the new 24-inch mains will begin in mid-January and is five percent complete. It is expected to be completed by the summer at a cost of $3 million.

Rosebank Avenue Pumping Station

The Department of Public Works and Transportation and Transportation and Transportation is rehabilitating the Rosebank Avenue Sewage Pumping Station near North Point Boulevard in Dundalk. Work began late last year and was expected to be finished on January 30. The $2.3 million project is 93 percent complete.

Blenhurst Pumping Station

The Department of Public Works and Transportation and Transportation and Transportation has started a major renovation of the Blenhurst Sewage Pumping Station at 8345 Bletzer Road. The project, which is 47 percent complete, will cost $2,633,500 and was expected to be finished by December 2019.

Variance to permit the front yard setback of 28 feet in lieu of the required 57.5 feet pursuant to Section 303.2 of the Baltimore County Zoning Regulations as the average of the front yard depths of the lots immediately adjoining on each side. The property is improved by an existing one-story building erected in 1940 and the property is further improved by an addition to the existing building, extending 7.4 feet toward Pulaski Highway. Unreasonable hardship and practical difficulty would require removal of both structures in order to comply with the current setback requirements.

Special Hearing:

  • To determine whether a Special Exception under Baltimore County Zoning Regulations (BCZR) 405.2 and 236.2 is required in order to approve additional fuel service and ancillary uses permitted under BCZR 405.4.D (convenience store less than 6,000 square feet, ATM, self-service vacuum and compressed air) at a legally existing fuel service station, in accordance with the Plan to Accompany the Petition for Zoning Hearing specifically in this instance. Pursuant to BCZR 405.6.A, to approve the expansion and reconstruction of a fuel service station legally existing on the effective date of Bill 172-1993, including the provision of additional fuel service and ancillary uses permitted by BCZR 405.4.4.D (convenience store less than 6,000 square feet, ATM, self-service vacuum and compressed air) as shown on the Plan to Accompany the Petition for Zoning Hearing;
  • To determine that the colored striped banding shown on the service station canopy is a decorative feature that does not contribute to the message of any sign, and, in accordance with the definition of "Area" as provided in BCZR 450.3 and Zoning Case 2002-399-SPHA, this decorative feature should not be included in the area of the canopy signs;
  • To determine whether a variance is required for the canopy signs as shown on the Plan to Accompany the Petition for Zoning Hearing;
  • To amend the previously approved Zoning Site Plan in cases 2002-399- SPHA and 1990-392-SPHA;
  • Such further and other relief as the nature of this case may require.

Variance for a side yard setback of 21 feet in lieu of the 30 feet required and a rear yard setback of six feet in lieu of the 30 feet required. If, pursuant to Special Hearing Request No. 4, the Zoning Commissioner determines that a variance is required for the canopy signs as shown on the Plan to Accompany the Petition for Special Hearing, then a variance from BCZR 450.4 for canopy signs of 96 square feet, 96 square feet, 246 square feet and 246 square feet, respectively, in lieu of 25 square feet per sign otherwise permitted.
Special Exception: If, pursuant to Special Hearing Request Number 1, the Zoning Commissioner determines that a Special Exception is required in order to approve additional fuel service and ancillary uses permitted under BCZR 405.4.D (convenience store less than 6,000 square feet, ATM, self-service vacuum and compressed air) at a legally existing fuel service station in accordance with the Plan to Accompany the Petition for Zoning Hearing in this case, then a Special Exception for the same under BCZR 405.2 and 236.2.
