EPS Variances

The Department of Environmental Protection and Sustainability (EPS) publishes a list of the environmental administrative variance requests along with their status. The requests are listed by County Council District.

Comprehensive Zoning Map Process 2020

The Comprehensive Zoning Map Process (CZMP) takes place every four years on an exact schedule specified in the County Code. Any citizen may request a zoning change on any property in Baltimore County, although the usual participants in the process are individual landowners, contract purchasers, community organizations, County staff, the Planning Board and the County Council.

The CZMP covers a period of approximately 12 months and results in zoning decisions that are reflected in a final log of issues. Ultimately, the County Council decides on each issue whether to retain the existing zoning or to enact a different zone(s) or district(s). Generally, each issue is a single property, but an issue might cover many adjoining properties and might even cover many hundreds of acres. The zoning on all properties that were not issues is reenacted without change.

Belair Road Water Line Replacement

Baltimore County is replacing 5,200 feet of water line on Belair Road between the City line and Fowler Avenue. This $7 million project will be advertised at the end of June with construction anticipated to begin in the fall. The old 12-inch cast-iron line, which goes back to 1923, had become prone to breakage. It will be replaced with a 24-inch diameter line that should improve reliability, system hydraulics and fire protection along the Belair Road corridor. When work begins in the fall, construction will take place between 9 p.m. and 5 a.m. Ingress and egress will be coordinated and provided to all property owners within the project limits.

Hyde Park Pumping Station

The Department of Public Works and Transportation and Transportation is improving the Hyde Park Sewage Pumping Station located near Back River and Muddy Gut. The improvements will cost $2,669,230 and will be finished in 2021. Work began in January and is six percent complete.

Brien Run Sewer Rehabilitation

Public Works is rehabilitating sewer lines in the Brien Run area south of Pulaski Highway. The project, anticipated to cost $7 million, began in March and is seven percent finished.

Water on King Avenue

Baltimore County is investing $2 million on King Avenue between Babikow Road and Philadelphia Road. Crews will install 6,500 feet of new, 12-inch diameter water line, which will replace an old pipe that has broken frequently. The project began in April and is 35 percent complete. Construction is expected to impact traffic: the road will carry single-lane traffic from 9 a.m. to 3 p.m.

Oliver Beach Sewage Pumping Station

Renovations to the sewage pumping station project at 11206 Susquehanna Avenue in Middle River began in January 2019. It is 96 percent complete and is expected to be finished this spring. The total cost is estimated at $2,585,114.

Bauernschmidt Manor Pumping Station

Upgrades to the Bauernschmidt Sewage Pumping Station began in July and will be finished by this summer. The project is expected to cost $2,137,554 and is 37 percent complete.

Four Miles of New Water Line for Parkville

Baltimore County is installing more than four miles of new water mains in the Harford Park community in Parkville. The new ductile iron pipes will be located in an area bounded by Perring Parkway, Taylor Avenue, Harford Road and the Baltimore City line. The $5.6 million project, which is 20 percent complete, includes the reinstallation and relocation of 705 water service connections to water customers.

Water Project on Back River Neck Road

Baltimore County is replacing 9,832 feet of cast-iron water pipe on Back River Neck Road from Hyde Park Road to Mizells Road. Work began in October. The old pipe, prone to frequent breaks and dating from the 1930s, is being replaced with ductile iron pipe. The project, costing about $4.15 million, is expected to be completed by the fall. The project is 85 percent complete.

Harewood Park Sewer Pumping Station

Baltimore County has begun renovating the Harewood Park Sewer Pumping Station at 12901 Princeton Road in Chase. Work on the $3.3 million project began in July 2018. The project is 93 percent complete and will take about a year to finish.

Campbell Boulevard

Baltimore County is extending Campbell Boulevard from Bird River Road to Windlass Run. Construction of the $5 million project began in October 2018 and is nearly complete. The road will be open in late June or early July.

The Future Fullerton Reservoirs

The Department of Public Works and Transportation and Transportation is completing the three Fullerton reservoirs located within the area bounded by Ridge Road, Bucks School House Road and Perry Hall Boulevard. Construction is 97 percent complete and will cost $80.1 million.

Mohrs Lane Bridge

The Mohrs Lane Bridge (Bridge B-0143) over the CSX Railroad, north of Pulaski Highway, was closed in 2007 because of structural deterioration. Demolition was completed by CSX in 2011 at no cost to Baltimore County, which assumed ownership and plans to rebuild the span. A new bridge is currently being designed with construction scheduled to begin by 2023. Negotiations with CSX have added to the length of the project. This bridge will be part of the future Campbell Boulevard Corridor.
