Comprehensive Zoning Map Process 2020 Has Begun

The Comprehensive Zoning Map Process (CZMP) takes place every four years on an exact schedule specified in the County Code. Any citizen may request a zoning change on any property in Baltimore County, although the usual participants in the process are individual landowners, contract purchasers, community organizations, County staff, the Planning Board and the County Council.

The CZMP covers a period of approximately 12 months and results in zoning decisions that are reflected in a final log of issues. Ultimately, the County Council decides on each issue whether to retain the existing zoning or to enact a different zone(s) or district(s). Generally, each issue is a single property, but an issue might cover many adjoining properties and might even cover many hundreds of acres. The zoning on all properties which were not issues is reenacted without change.

CZMP 2020 started with the public filing period on August 19. Applications are available online. Information about filing fees and public hearing dates are posted, as well.

If you have any questions, please contact the Department of Planning, 105 West Chesapeake Avenue, Suite 101, Towson, Maryland 21204. Call 410-887-3480 or email czmp2020@baltimorecountymd.gov.

For more information, please visit the CZMP page.

Water Project on Back River Neck Road

Baltimore County is replacing 9,832 feet of cast-iron water pipe on Back River Neck Road from Hyde Park Road to Mizells Road. The old pipe, prone to frequent breaks and dating from the 1930s, will be replaced with ductile iron pipe. The project, costing about $4.15 million, is expected to be completed by spring 2020.

Information: Contact the Bureau of Engineering and Construction at engineering@baltimorecountymd.gov.

Harewood Park Sewer Pumping Station

Baltimore County has begun renovating the Harewood Park Sewer Pumping Station at 12901 Princeton Road in Chase. Work on the $3.3 million project officially began in July 2018—it's now 43 percent complete—and will take about a year to finish.

Information: Contact the Bureau of Engineering and Construction at engineering@baltimorecountymd.gov.

Campbell Boulevard

Baltimore County is extending Campbell Boulevard from Bird River Road to Windlass Run. Construction of the $5 million project began in October and is expected to take about a year and a half to complete.

Information: Contact the Bureau of Engineering and Construction at engineering@baltimorecountymd.gov.

The Future Fullerton Reservoirs

In February 2017, the Department of Public Works and Transportation broke ground on the Fullerton Reservoirs. Three have been planned for the site. Construction is expected to take about three years and cost $80.1 million. Engineers estimate the project is about 89 percent complete. The construction site is bounded by Ridge Road, Bucks School House Road and Perry Hall Boulevard.

Information: Call the Bureau of Engineering and Construction, Water Design, at 410-887-3783 or email engineering@baltimorecountymd.gov.

Mohrs Lane Bridge

The Mohrs Lane Bridge (Bridge B-0143) over the CSX Railroad, north of Pulaski Highway, was closed in 2007 because of structural deterioration. Demolition was completed by CSX in 2011 at no cost to Baltimore County, which assumed ownership and plans to rebuild the span. A new bridge is currently being designed with construction scheduled to begin by late 2020. This bridge will be part of the future Campbell Boulevard Corridor.
