Planning Board Meetings

Maryland Agricultural Land Preservation Foundation Fiscal Year 2020 Application Cycle Deadline

Deadline: Wednesday, May 1, 2019

The Maryland Agricultural Land Preservation Foundation (MALPF) is seeking applications for the current easement cycle. Staff encourages landowners who may be thinking about an easement sale to apply now. If you applied last year and have not been extended an offer, you are encouraged to reapply. Baltimore County staff is ready to assist landowners with their applications. The application period is open now and the final deadline is May 1.

To be eligible, the land must be within Baltimore County's minimum soil criteria and be at least 50 acres in size, or adjacent to an already preserved farm. Funding is extremely limited, so selection will be based upon the quality of the farm land, development potential, discounted asking price and other factors.

Comprehensive Zoning Map Process 2020

The Comprehensive Zoning Map Process (CZMP) takes place every four years on an exact schedule specified in the County Code. Any citizen may request a zoning change on any property in Baltimore County, although the usual participants in the process are individual landowners, contract purchasers, community organizations, County staff, the Planning Board and the County Council.

The CZMP covers a period of approximately 12 months and results in zoning decisions that are reflected in a final log of issues. Ultimately, the County Council decides on each issue whether to retain the existing zoning or to enact a different zone(s) or district(s). Generally, each issue is a single property, but an issue may cover many adjoining properties and may even cover many hundreds of acres. The zoning on all properties which were not issues is reenacted without change.

CZMP 2020 starts with the public filing period that begins on September 3. Additional information about the process, including filing dates, fees and hearing schedules will be posted when available.

Water Project on Back River Neck Road

Baltimore County is replacing 9,832 feet of cast-iron water pipe on Back River Neck Road from Hyde Park Road to Mizells Road starting in the early summer. The old pipe, prone to frequent breaks and dating from the 1930s, will be replaced with ductile iron pipe. The project, costing about $4.15 million, is expected to be completed by spring 2020.

Harewood Park Sewer Pumping Station

Baltimore County has begun renovating the Harewood Park Sewer Pumping Station at 12901 Princeton Road in Chase. Work on the $3.3 million project officially began in July—it's now 23 percent complete—and will take about a year to finish.

Water Improvements in Victory Villa

Baltimore County is investing $2.5 million dollars in the Victory Villa area to replace aging cast-iron water pipes in order to improve water quality, reliability and fire protection. The work, which began in January and should take a year to finish, will replace 9,700 feet of six-inch and eight-inch diameter cast-iron line. The project is 45 percent complete.

Campbell Boulevard

Baltimore County is extending Campbell Boulevard from Bird River Road to Windlass Run. Construction of the $5 million project began in October and is expected to take about a year and a half to complete.

The Future Fullerton Reservoirs

In February 2017, the Department of Public Works and Transportation broke ground on the Fullerton Reservoirs—three have been planned for the site. Construction is expected to take about three years and cost $80.1 million. Engineers estimate that the project is now about 84 percent complete. The construction site is bounded by Ridge Road, Bucks School House Road and Perry Hall Boulevard.

Mohrs Lane Bridge

The Mohrs Lane Bridge (Bridge B-0143) over the CSX Railroad, north of Pulaski Highway, was closed in 2007 because of structural deterioration. Demolition was completed by CSX in 2011 at no cost to Baltimore County, which assumed ownership and plans to rebuild the span. A new bridge is currently being designed with construction scheduled to begin by late 2020. This bridge will be part of the future Campbell Boulevard Corridor.
