Agricultural Land Preservation Advisory Board Public Hearing on the Adoption of Agricultural Easement Formula Regulation

The Department of Planning, in conjunction with the Baltimore County Agricultural Land Preservation Advisory Board, is providing notice of the intent to edit an existing regulation regarding the Agricultural Easement Formula as provided for in Sections 3-7-206 of the Baltimore County Code, 2015. The proposed revisions provide for an update of the formula used for the calculation of easement prices for applicants applying for the Fiscal Year 2021 County Agricultural Easement Cycle.

The Agricultural Land Preservation Advisory Board will hold a public hearing virtually on Wednesday, August 12 at 6:30 p.m. through Webex on the adoption of the Agricultural Easement Formula Regulation. Comments on the proposed regulations will be taken at the Public Hearing or you may provide written testimony prior to the hearing. Comprehensive Zoning Map Process 2020

The Comprehensive Zoning Map Process (CZMP) takes place every four years on an exact schedule specified in the County Code. Any citizen may request a zoning change on any property in Baltimore County, although the usual participants in the process are individual landowners, contract purchasers, community organizations, County staff, the Planning Board and the County Council.

The CZMP covers a period of approximately 12 months and results in zoning decisions that are reflected in a final log of issues. Ultimately, the County Council decides on each issue whether to retain the existing zoning or to enact a different zone(s) or district(s). Generally, each issue is a single property, but an issue might cover many adjoining properties and might even cover many hundreds of acres. The zoning on all properties that were not issues is reenacted without change.

The County Council will hold a special session for the final adoption on Tuesday, August 25, at 6 p.m. Additional information may be found on the County Council Schedule page.

Ridge Road Repairs

Baltimore County will repair Ridge Road between Dogwood Road and Old Court Road beginning in August. The road, which is adjacent to Bens Run, has been damaged and requires a slope repair. The project, which will be finished by December, will require the contractor to close the road for four weeks. The reconstruction is expected to cost about $230,000.

New Water Line on Reisterstown Road

Baltimore County is installing a new 36-inch diameter water line on Reisterstown Road between Rosewood Avenue and Pleasant Hill Road. Work on the new supply main, designed to serve the Owings Mills and Reisterstown area, is 35 percent complete and is scheduled to be finished by the spring of 2021. The cost is about $9 million.

Rehabilitation for Old Court Road Bridge

Baltimore County will rehabilitate the Old Court Road Bridge over Bens Run (Bridge B-0237) near Northwest Hospital beginning later this year. The project, which will take about a year to complete and cost $2 million, will include replacing beams and sidewalks. Traffic will be maintained during construction.
