EPS Variances

Planning Board Meetings

Capital Improvement Program Meetings

Capital Improvement Program meetings are scheduled as follows:

  • Tuesday, February 18, at 5:30 p.m., in Room 104, Jefferson Building, 105 West Chesapeake Avenue in Towson

The Baltimore County Planning Board will meet on February 18 to review staff recommendations in regard to the Capital Improvement Program.

Comprehensive Zoning Map Process 2020

The Comprehensive Zoning Map Process (CZMP) takes place every four years on an exact schedule specified in the County Code. Any citizen may request a zoning change on any property in Baltimore County, although the usual participants in the process are individual landowners, contract purchasers, community organizations, County staff, the Planning Board and the County Council.

The CZMP covers a period of approximately 12 months and results in zoning decisions that are reflected in a final log of issues. Ultimately, the County Council decides on each issue whether to retain the existing zoning or to enact a different zone(s) or district(s). Generally, each issue is a single property, but an issue might cover many adjoining properties and might even cover many hundreds of acres. The zoning on all properties that were not issues is reenacted without change.

New Water Line on Reisterstown Road

Baltimore County is installing a new, 36-inch diameter water line on Reisterstown Road between Rosewood Avenue and Pleasant Hill Road. Work on the new supply main, designed to serve the Owings Mills and Reisterstown area, is seven percent complete and is scheduled to be finished by the spring of 2021. The cost is about $9 million.

Rehabilitation for Old Court Road Bridge

In spring 2020, Baltimore County will rehabilitate the Old Court Road Bridge over Bens Run (Bridge B-0237) near Northwest Hospital this summer. The project, which will take about a year to complete and cost $2 million, will include replacing beams and sidewalks. Traffic will be maintained during construction.

Special Hearing (SPH):

  • For a request that the Administrative Law Judge approve, in accordance with Baltimore County Zoning Regulations (BCZR) 500.7, the site plan which accompanied this Petition, finding that the existing and proposed improvements are planned to comply to the extent possible with applicable Residential Transition Area (RTA) and buffer requirements and other requirements of BCZR 1B01.1.B.1.(G)(6);
  • To continued use of the building at 6903 Meadowlawn Road for church purposes, including child programs, teaching and offices;
  • For such additional relief as the nature of this case may require for approval of the proposed building, parking areas and uses as shown on the plan which accompanied this petition.

Variance:

  • Alternatively, relative to the applicable RTA if the requested SPH, RTA finding or determination are not granted:
    1. From BCZR 1B01.1.B.1.e to permit the proposed one-story building for religious worship, and
    2. From BCZR 1B01.1.B.1.e. (3) and (5) to permit existing building and accessory parking in a RTA, with a setback of as little as six feet and landscaped buffer of zero feet in lieu of the 75 feet and 50 feet required, respectively;
  • For such additional relief as the nature of the case may require for approval of the proposed building, uses and conditions as shown on the plan which accompanied this Petition.
