Comprehensive Zoning Map Process 2020

The Comprehensive Zoning Map Process (CZMP) takes place every four years on an exact schedule specified in the County Code. Any citizen may request a zoning change on any property in Baltimore County, although the usual participants in the process are individual landowners, contract purchasers, community organizations, County staff, the Planning Board and the County Council.

The CZMP covers a period of approximately 12 months and results in zoning decisions that are reflected in a final log of issues. Ultimately, the County Council decides on each issue whether to retain the existing zoning or to enact a different zone(s) or district(s). Generally, each issue is a single property, but an issue might cover many adjoining properties and might even cover many hundreds of acres. The zoning on all properties that were not issues is reenacted without change.

The Planning Board will deliberate their recommendations during work sessions in the month of April. The sessions are open to the public, however no public input will be heard during work sessions.

For more information, please visit the CZMP page. If you have any questions, please contact the Department of Planning, 105 West Chesapeake Avenue, Suite 101, Towson, Maryland 21204. Call 410-887-3480 or email czmp2020@baltimorecountymd.gov.

Frederick Road Streetscape

Baltimore County is improving the south side of Frederick Avenue between Paradise Avenue and Maple Avenue. The work, costing $250,000, will include replacing dilapidated planters and adding trees.

Patapsco Sewer Shed Basin 33 Relief Sewer

The Department of Public Works and Transportation recently began construction on a new sewer line south of Interstate 70 in Patapsco Valley State Park. The project, which will take a year to complete, will cost $10,967,777. It is seven percent finished.

Water Project on Louisiana Avenue

In November, Baltimore County started the installation of 2,850 feet of new water line on Louisiana Avenue from Annapolis Road to Baltimore Street. The line will replace an old cast-iron pipe. The project, which is expected to cost $700,000, is about 95 percent complete and will be completed in the spring.

River Road Bridge Reconstruction

River Road Bridge (Bridge B-0184) was severely damaged during the May 2018 flood that hit Baltimore and Howard counties. River Road was immediately closed to traffic and contractors then demolished the remaining structure in the weeks following the storm. The Department of Public Works and Transportation planned a replacement bridge. Construction began in July and should be completed in late spring. The estimated cost is $1.8 million.

Louisiana Avenue

Baltimore County is adding curbs and gutters along both sides of Louisiana Avenue in English Consul from Washington Street to Baltimore Street. The work is expected to be completed before the end of the year.
