Parking and Automated Enforcement

You can choose to pay or request an appeal for parking, red light and speed camera tickets by mail, in person or online. 

The Parking and Automated Enforcement section enforces County regulations—which have been specifically designed to promote safety on County roads, streets and alleyways—expedites traffic flow and promotes the proper use of parking spaces.

Request Citation Number

Baltimore County will provide your citation number by email or telephone. To request your citation number call 410-887-8154 or email payments@baltimorecountymd.gov. Baltimore County will need your vehicle tag number to complete the request.

Request a Hearing

To request a hearing for a speed or red light citation, you must call 410-887-2777 within 40 days of the issue date.

Pay or Appeal Tickets

Every effort is made to assure the public that payment of a violation is an easy and efficient process.

Nonpayment Lawsuits

A lawsuit filed by the Director, Office of Budget and Finance for Baltimore County is not a traffic court case, therefore, the website options to "Request a Hearing" or "Appeal a Ticket" do not apply to this lawsuit, please refer to the court documents for an explanation of court proceedings and fees. In order to make a payment on the lawsuit, please use the "Pay a Ticket" option and have available the license plate number(s) listed on Exhibit 1 of the court documents, entering each license plate number will list all tickets on that vehicle so that a ticket may be removed or added to the cart for payment.  If you need assistance, call 410-887-8154 to speak to a representative.

 

VR-119 Flag Release Form

Vehicle owners can obtain this MVA form from the Violation Payment Office after payment of all outstanding parking, red light or speed violations. The form serves as proof to the MVA that the vehicle owner has satisfied the delinquent violations and releases any flag on the owner’s registration renewal application. How quickly the release can be issued depends on the payment type:

To request your release, you must call the Baltimore County Parking and Automated Enforcement Citations section. Releases will be issued the same day the payment was made if paying in person by cash, money order or Discover Card. If the citations are paid online or by telephone, the release will be issued the following day. If paying by personal check, the release will be issued after 15 business days.

If you do not know your violation number, call 410-887-8154 or email payments@baltimorecountymd.gov to retrieve it. You must provide the vehicle registration number with the request.

Fees and Penalties

Completion of a payment transaction is contingent upon both the authorization of payment of the applicable credit or debit card company and receipt of your payment by Baltimore County.

In the event your payment is not processed, your liability shall remain outstanding and unpaid, and late fees and applicable penalties will continue to accrue. We will credit your payment on the date we receive the electronic payment from your credit or debit card company. 

Vehicle Impoundment

A vehicle is subject to impoundment if it has three parking tickets that are more than 30 days past due.

Other Violations

Persons receiving a ticket for the following should review the information on the back of the ticket and proceed accordingly.

  • School Zone Speed Monitoring System Violation—For questions, call 1-866-790-4111.
  • State of Maryland Safe Zone Speed Program Tickets—For questions, call 1-877-578-7440. This program is not sponsored by Baltimore County.
  • Handicap Placard Citation—Baltimore County will ticket if your handicap placard is not visible or is expired. The County also will ticket if your placard is visible but you are parked at a meter in excess of the time allowed for handicapped parking. Vehicles with handicapped placards are allowed double the time limit of the meter.
