To achieve success in today’s competitive economy requires young adults to have the education, technical skills, work experience and workplace conduct employers expect. Young people—especially those who face challenges such as homelessness, poverty, or disabilities—often need help to achieve post-secondary education and career employment. Through partnership with a variety of organizations, schools and government agencies, we collaborate with efforts aimed at increasing and enhancing opportunities for teens and young adults.
The Youth Services Unit provides support for programs that engage eligible young people between the ages of 14 and 24 who are in school, have graduated or dropped out of high school, by providing valuable education, training, counseling and work-based learning opportunities.
2024 Summer Youth Employment Program
Baltimore County will be offering this six-week program from July 1 through August 9, for ages 14 to 21. Youth will work virtually or in person, earning $15 an hour for up to 25 hours per week. All wages and liabilities will be covered by Baltimore County.
Prior to beginning the program, youth will:
- Participate in structured, job-readiness activities to prepare them for success.
- Receive financial literacy training and support from program monitors, caseworkers and counselors.
Youth applications for the 2024 Baltimore County Summer Youth Employment Program are currently being accepted. Interested youths may apply online. Applications will be accepted until April 12.

CCBC LEAP Program
The CCBC Learn, Earn, Achieve and Progress (LEAP) Program provides out-of-school young adults with the opportunity to receive holistic training and support services that increase knowledge, workforce preparation, academic skills, competencies and credentials leading to entry-level employment and long-term success in a career pathway. These comprehensive education and employment services will help to prepare young adults for success in the workplace and in life. The program offers an opportunity to obtain a GED or Maryland high school diploma, gain an industry-recognized certification, and acquire employment and work-based learning experiences.

- Financial literacy
- Job readiness, time management, problem solving and tutoring support
- Leadership development
- Understanding career and education options
- Work-based learning opportunities
