Review of Minutes
A motion was made by Gene Reynolds to approve the minutes of the September 25, 2007 meeting.  Motion to second was made by Calvin Reter.  The motion carried.  Minutes were approved. 

Old Business
September meeting date falls on Life Safety Conference day each year . Discussion to change this LEPC meeting date was tabled to a future meeting.  Calvin Reter reported that the fire department display at the Reisterstown Festival was very well received.

Committee Reports

  • Christina Hughes reported that the Region III Medical Taskforce received a grant from UASI for voice-over IP phones. They anticipate installation of the phones in 2008.
  • Mark Demski advised that the EOC and 911 Center have this capability. 
  • Christina Hughes reported on a flu shot drive through clinic held November 4. The program hosted by Franklin Square, coordinated with Essex Community College, and Baltimore County Health Department, Public Works, Police Department, and Emergency Management, administered 659 shots. The clinic also worked as an excellent test for a mass prophylaxis system. Ruth Thompson (Health Department.) reported the clinic was well organized and well managed -- an invaluable experience for the Health Department.
  • Ruth Thompson reported that 10,000 Emergency Preparedness Calendars are ready for distribution to schools, libraries, senior centers, and Baltimore County citizens.
  • Reported on a recent training event at state for mass distribution of antibiotics. Looking at revamping with this state model for use in getting medications out to businesses.

Grants & Funding
June Utter reported about the application for a $10,000 HMEP grant and spending for CRTK monies. (See financial report below). Baltimore County will be receiving mobile data terminals for medic units through the Fire Act Grant.

Mary Ellen Morrison, Hunt Valley Business Forum, reported on a defibrillator demonstration given by Cardiac Science -- an effort coordinated through Baltimore County to get AED s into businesses.

Christina Hughes, reported on a case where a patient suffered injuries after dousing their home in malathion. The incident showcased the excellent cooperation and phenomenal working relationship between Franklin Square and the Baltimore County Fire Department Haz Mat Team, and MDE.

Gene Reynolds commented about the many instances of misuse of pesticides.

Pat Williams reported on upcoming CRTK grant.

The U.S. Department of Homeland Security (DHS) published the final rule for the Chemicals of Interest in the November 20 Federal Register (Federal Register/Vo.72, No. 223/pg 65396 - 65435).  Publication of the list starts the regulatory calendar for the federal Chemical Facility Anti-Terrorism Standard (CFATS).  Covered facilities have 60-days (until January 19. 2008) to complete the Top Screen process on the DHS website.  More information can be found on the DHS website (http://www.dhs.gov/xprevprot/programs/gc_1169501486179.shtm).

Steve Culhane, Social Security, thanked the Baltimore County Fire Department for their quick responses in incidents at their facility.

Ray Bruno reported on improvements they are working on at Warner Graham Co.

Joe Kempske, 911 Center, reported a telecommunications emergency response team class is scheduled on November 29, 2007.

Mark Demski reported that the Dialogic Emergency Notification System (ENS) is up and running. The system, allowing the county the ability to contact every resident in Baltimore County with emergency notifications, will be tested in the next week.

A large scale county-wide exercise is planned for the Spring 2008. Upcoming meeting will be scheduled for agencies to discuss and evaluate areas for testing.

At the conclusion of the meeting, tours of the Baltimore County USAR and Decon units were conducted for the LEPC members.

The next Baltimore County LEPC meeting is scheduled on Tuesday, January 22, 2007 at 9:30 am at Johns Hopkins Greenspring Station, Pavillion II, 10753 Falls Road, Lutherville, MD 21093.
