May 22, 2007

Bill Spencer-Strong opened the May 22, 2007 meeting.  A motion to approve the March 27 meeting minutes was made and seconded. Minutes were approved with one correction. SSA Employees at Headquarters has 15,000. CMS has 4,500 for a total of 19,500

Old Business -- None

Committee Reports -- Report was read by Christina Hughes.

Hospitals are all awaiting clarification documents from the State DHMH as many of us must reapply for our HRSA grant funds. Many of the HRSA grant items applied for are now reportedly disallowed.

Public Information --No committee activity.

June Utter reported that Fire Department Headquarters staff attended Public Information Act Training.

Drills/Training -- Bill Spencer-Strong reported area command hurricane/flood planning meeting is scheduled for June 4, 7 p.m., at the Middle river Volunteer Fire Company.

MDE -- Pat Williams provided copy of "Recommended Practices for Owners of Home Heating Oil Storage Tank Systems" draft copy

Legislation/Regulations -- Patricia Williams reported House Bill 1215 Community Right to Know was enacted. Tier II fees due June 1; TRI fees due October 1.

Grants/Funding -- June Utter passed out spreadsheet of LEPC funds additional information was provided.

New Business

Request was made by June Utter to fund $1,957 in registration fees for Haz Mat Team members to attend IAFC 2007 Haz Mat Conference.

Bill Spencer-Strong reported on an incident at Dulaney Valley High School -- a Lithium Ion battery fire, ethanol tanker fire (Baltimore City response/county assist), and a sulphuric acid incident.

Air National Guard will be holding an exercise June 20 covering a wide spectrum, including anti-terrorism and hazmat. Activating event will be chlorine tanker crashing main gate from the new Route 43 extension.  Both TTX (in the morning )and field play (in the afternoon) will be evaluated.

SBIMAP and the Baltimore City LEPC will exercise with CSX on a derailment involving multiple chemicals.

The next LEPC meeting is scheduled for Tuesday, September 25, 2007, 9:30 am, at Johns Hopkins Greenspring Station, Pavillion II, 10753 Falls Road, Lutherville, MD 21093
