Annual Meeting Minutes
March 27, 2007

Bill Spencer-Strong announced the Annual Meeting of the Baltimore County LEPC. He asked for approval of the January 23, 2007 meeting minutes. Calvin Reter made a motion to approve the minutes. Motion was seconded by Gene Reynolds. The minutes were approved.

Old Business: Nominations of elections for LEPC officers: Vice Chair - Gene Reynolds; Secretary - Terri Brush; Treasurer - June Utter

Bill Spencer-Strong asked for additional nominations, input/comments for election of LEPC officers. No additional nominations or input/comments. Calvin Reter made a motion to close the nominations. Motion seconded by Gene Reynolds. All in favor. Election held by show of hands to vote for the officers nominated and by indicating on attendance sign-in sheet "Y" to vote for the officers nominated or "N" to vote against the officers nominated. Election for nominated officers was unanimous.

Medical: Christina Hughes reported on grants – awaiting HRSA direct funding for this year.  Baltimore County EMI Taskforce awaiting approval of collaborative grants applied for.  Collaborative grant for two 250 bed inflatable mobile hospital system. Hospitals, CCBC, Essex, and Towson University working through details for surge capacity.

Christina Hughes reported on a pandemic flu exercise scheduled from July 31, 2007 - August 2, 2007. Participating in the exercise are Baltimore County Emergency Management, Baltimore County Health Department, Franklin Square and St. Joseph’s.

Ruth Thompson reported on a three day mass fatality conference scheduled in May, 2007.

The Baltimore County Health Department is working on a 12-month preparedness calendar for 2008. They anticipate 300,000 copies are needed.

Drills/Training: Jeff Hagen reported on a decon hazmat exercise scheduled for March 29 at St. Joseph Medical Center ER Department.

Bill Spencer-Strong reported area command hurricane/flood planning is scheduled for April 16, 2007 at 7:00 pm at the Bowleys Quarters Volunteer Fire Co.

Mark Demski reported that on April 26, a statewide hurricane exercise is scheduled. The exercise will test recovery issues – 42 hours after the hurricane makes landfall.

Joe Brown reported a drill is scheduled at North West Hospital on April 28. One wing, approximately 20-40 patients will be evacuated. The fire department will be assisting and monitoring the activities of the drill.

Mark Demski reported the hurricane hunter plane will fly into Martin State Airport on May 2, 2007.

MDE:  Ms. Williams reported that during "sunshine week" individuals contacted counties to obtain a copy of their Comprehensive Emergency Response Plan.  In one instance, the county responded that they had no plan, in another that their plan was obsolete; in addition to being incorrect, this could affect the county’s eligibility for CRTK grant monies.

Legislation/Regulations:  Patricia Williams reported House Bill 1215 – Community Right to Know – Reports passed the House and is now in the Senate. The Bill "modifies the deadlines for submission of annual facility fees to CRTK within MDE".

House Bill 564 –Dorchester and Talbott Counties-Unattended Marine Vessel Motor Fuel Retail Service Stations at Marinas-Pilot Program – passed the House and is now in the Senate.

Grants/Funding: June Utter passed out a spreadsheet of LEPC funds – no changes from last report.

New Business:  Joe Brown reported on an AED from Cardiac Science being looked at for placement in public access areas.

John Beever reported the Business Continuity Seminars held were successful. Attendance was very good, with over 150 companies in attendance.

Steve Colhane, Social Security Administration reported they are working with Baltimore County on evacuation plans for their main complex of 6500 people.

Mark Demski reported the Cable TV Channel 25 override for emergency broadcasting is now fully functional.

Joe Pietro reported the Police Department took possession of two of three helicopters. The third is expected in April.

Bill Spencer-Strong reported on Decon Truck received. This truck, at Station 54, is one of seven being deployed in the region.

The Baltimore County Waterfront Festival is scheduled for May 12. Discussion regarding LEPC participation – will share the booth with Baltimore County Homeland Security and Emergency Management. Last year the festival received 25,000 visitors.

Patricia Williams reported on funding in the DOT budget available for training for HazMat workers.

Congratulations to Calvin Reter as he celebrates 60 years of service with the Glyndon Volunteer Fire Company.

The next LEPC meeting is scheduled for Tuesday, May 22, 2007 at 9:30 am at Johns Hopkins Greenspring Station, Pavillion II, 10753 Falls Road, Lutherville, MD 21093
