Update (March 13):

Three additional officers were promoted on February 27. They are Lieutenant Kyle Blackburn, Sergeant Richard Hearn and Corporal Scott Manz. These officers and the two who were unable to attend the February 9 ceremony will be recognized at a promotion ceremony scheduled for March 27.

Original release (February 9):

On February 9 at 2 p.m., 23 Baltimore County police officers and one civilian will be promoted. The ceremony will take place at Oregon Ridge Lodge, 13401 Beaver Dam Road, Cockeysville, 21030.

Police Chief Jim Johnson and County Executive Kevin Kamenetz will join family and friends of the promotional candidates at the ceremony and will present the certificates. The oath of office will be administered by the Honorable Carol H. Miller, Chief Deputy Clerk of the Circuit Court. The invocation will be offered by Deacon Hugh Mills.

Promoted Officers and Their New Assignments

  • Lieutenant Donna M. Benton is promoted to the rank of Captain and assigned to the Special Operations Section
  • Lieutenant Scott A. Canter is promoted to the rank of Captain and assigned to the Homeland Security Section
  • Lieutenant Joseph D. Conger is promoted to the rank of Captain and assigned to the Technology and Communications Section
  • Lieutenant David J. Folderauer is promoted to the rank of Captain and assigned to Precinct 3/Franklin

Civilian Promotion

On December 3 at 10 a.m., 20 Baltimore County Police Officers will be promoted. The ceremony will take place in the Theater on the CCBC Dundalk campus, 7200 Sollers Point Road, Dundalk 21222.

County Executive Kevin Kamenetz and Chief James Johnson will join family and friends at the ceremony. Chief Johnson will present the certificates to the officers and the oath of office will be administered by Carol Miller, Deputy Clerk of the Circuit Court. The invocation and benediction will be offered by Police Chaplain, the Reverend Joseph Skillman.
