    The Baltimore County Police Department is seeking the public’s assistance in locating a seven-year-old boy missing from the Windsor Mill area.

    Xavier Allen is a black male, 3’05”, 60 pounds with a small mohawk. He should be wearing a glow-in-the dark skeleton costume with an orange hoodie underneath, blue jeans, and green shoes.

    Baltimore County Homicide Detectives have charged a suspect in connection with a December 2013 shooting at the Windsor Inn in Windsor Mill that left a security guard for the business deceased.

    Devin Michael Jones (24) of the unit block of Spinners Court 21133 has been charged with first degree murder and is being held bail without at the Baltimore County Detention Center.

Photo of David Gaine, charged in child pornography case. A 58-year-old Owings Mills man has been charged with possession and distribution of child pornography after a months-long investigation in which detectives found thousands of sexually explicit images of young children on his home computer and other electronic devices. 

David Michael Gaine, of the 9300 block of Fitzharding Lane, has been released on $125,000 bail. He turned himself in to the Towson precinct this morning. 

An investigation by BCoPD’s Crimes Against Children Unit began in November 2013 following a tip from the National Center for Missing and Exploited Children. Forensic examination of Gaine’s computers and electronic devices show that he possessed well over 5,000 images and videos containing child pornography. 

The images depict pubescent and prepubescent boys and girls, including babies and toddlers. The forensic examination of the computers also shows that Gaine participated in chat rooms with others interested in child pornography. 

The investigation remains open and ongoing. 

Gaine has been a Baltimore County employee for 11 years, working as an inspector for the Department of Permits, Approvals and Inspections. He has been suspended with pay since the investigation began; Baltimore County intends to terminate his employment now that he has been charged. 

The investigation has included an exhaustive examination of whether Gaine downloaded or viewed child pornography using county equipment or on county time. Detectives have found no evidence that this occurred.

Robert David WrightA  35-year-old Cockeysville man who is a youth group leader at a Baltimore County church has been charged with possession and distribution of child pornography.

Robert David Wright, of the 10000 block of Hillgreen Circle, 21030, is held at the Baltimore County Detention Center on $150,000 bail.

An investigation by BCoPD’s Crimes Against Children Unit found that Wright had downloaded to his home computer thousands of pornographic images of female babies, toddlers and prepubescent girls, including images of children being raped.

The investigation shows that Wright shared these images electronically with other users.

Wright is a youth group leader at Clynmalira United Methodist Church, 2920 Stockton Road, Phoenix.  There is no evidence at this time that any of the children pictured in the photos and videos recovered at Wright’s residence were members of Clynmalira UMC, or that Wright sexually abused children himself.  However, the investigation is ongoing, and detectives are still reviewing the vast amount of pornographic material seized from this suspect’s home.

All images of child abuse recovered during investigations by the Crimes Against Children Unit are forwarded to the National Center for Missing and Exploited Children, the nonprofit organization that serves as the clearinghouse nationally for information on missing and exploited children. This organization attempts to identify victims of child pornography.
