On June 25 at approximately 11:40 p.m., Baltimore County fire crews responded to a reported apartment fire at 9610 Southall Road in Randallstown. Arriving units reported having fire showing from the roof and the second floor of the apartment building. Police and fire crews worked to remove residents and a second alarm was requested.

The fire displaced 30 residents and affected 16 apartments. The fire was placed under control at 12:52 a.m. and remains under investigation. There were no civilians injured however, one firefighter had a minor injury.

UPDATE (June 26):

Baltimore County Police have charged three persons in connection with a narcotics investigation that led to a search warrant being served on a Walker Avenue 21212 home on Wednesday.

  • Priscilla W Sheldon-Cost (51) of the 700 block of Walker Avenue 21212. She is charged with narcotics related offenses and is being held at the Baltimore County Detention Center on $30,000 bail.
  • Thomas Ronald Joyave (52) of the 700 block of Walker Avenue 21212. He is charged with narcotics offenses and is free on $20,000 bail.
  • Vincent Mark Ricker (24) of the 7700 block of Fairgreen Road 21222. He is charged with narcotics offenses and is being held at the Baltimore County Detention Center on $30,000 bail.

Detectives obtained a search and seizure warrant for the Walker Avenue home pursuant to a narcotics investigation. When detectives served the warrant they found chemicals which can be used to manufacture narcotics.

The investigation has indicated that MDMA (Also referred to as Molly) was manufactured in the home.

Priscilla W Sheldon-Cost and Thomas Ronald Joyave are boyfriend/girlfriend and reside at the Walker Avenue home. Vincent Mark Ricker was a co-conspirator who was visiting at the time that the search warrant was served.

Original release (June 25):

On Wednesday morning, detectives with the Baltimore County Police Department, accompanied by DEA agents, served a search and seizure warrant on a home in the 700 block of Walker Avenue 21212 in reference to a narcotics investigation.

During the service of the warrant, detectives discovered some chemicals that when mixed could be hazardous or used to make drugs. The Baltimore County Fire Department Hazardous Materials Team was called in to check the chemicals.

There were two adult males and one adult female taken into custody. At this time, they have not been officially charged.
