Baltimore County Police are investigating a homicide that occurred Wednesday morning in Arbutus.
 
At 11:59 a.m., police responded to a home in the 100 block of Colony Hill Court 21227 to check on a subject.  When officers checked the home, they found an adult male lying on the floor suffering from traumatic injuries. He was declared deceased at the scene by medical personnel.
 
The initial investigation into this incident has indicated that the victim and the suspect had some sort of interaction at the location. During that interaction, the suspect killed the victim.
 
The victim has been identified as 25-year-old Brandon Edward Joyce of the 100 block of Colony Hill Court 21227.
 
At this time, detectives have no suspect information and no motive. They will be working to determine if this was a targeted crime.
 
This incident remains under investigation by the Baltimore County Police Homicide Unit.

On May 30 at 10 a.m., 17 Baltimore County police officers and one civilian will be promoted. The ceremony will take place in the Theater of Stevenson University, 1525 Greenspring Valley Road, Stevenson, 21153.

Police Chief Jim Johnson and County Executive Kevin Kamenetz will join family and friends of the promotional candidates at the ceremony and will present the certificates. The oath of office will be administered by the Honorable Julie Ensor, Clerk of the Circuit Court. The invocation will be offered by Police Chaplain Nancy Ginsberg.

The following is the list of the promoted officers and their new assignments:

  • Captain Woodland M. Wilson III is promoted to the rank of Major and assigned to Support Operations Division
  • Sergeant Biff H. Benson is promoted to the rank of Lieutenant and assigned to Precinct 12/North Point
  • Sergeant Joseph W. Donohue is promoted to the rank of Lieutenant and assigned to Precinct 11/Essex
  • Corporal Paul G. Borowski is promoted to the rank of Sergeant and assigned to Precinct 4/Pikesville
