Temporary Disability Assistance Program (TDAP)

The Temporary Disability Assistance Program (TDAP) began October 1, 2004 to replace the Transitional Emergency Medical and Housing Assistance Program (TEMHA). The program exists to provide temporary cash assistance to disabled adults between the age of 18 and 64 years old with no minor children in the home. There are two types of coverage available for both short term and long term disability. The payments made under the TDAP program are subject to reimbursement upon approval of Social Security income.

TDAP I Short Term

  • One-person household
  • Income is deducted dollar for dollar from the monthly available grant of $185
  • Income from a spouse is counted in the eligibility determination (except SSI benefits)
  • Adults 18 to 64 years old with no minor dependents under 18 in the household
  • No work capacity for three to 11 months verified by FIA 402B Medical Report
  • May only receive TDAP for a total of nine months out of 36 including payments received under the TEMHA Program
  • May not receive Unemployment Benefits and be eligible for TDAP
  • Provided as a temporary payment while awaiting a final decision for SSDI/SSI benefits
  • Must sign reimbursement agreement to repay TDAP benefits from SSDI/SSI benefits

TDAP II Long Term

  • One person household
  • Income from a spouse is counted in the eligibility determination except SSI benefits
  • Determined disabled 12 months or longer on a FIA 402b Medical Report
  • May be approved for 12 months of benefits if all three of the following criteria are met:
  1. Verify an application for SSI/SSDI has been filed and a final decision has not been made
  2. Verify cooperation with Disability Entitlement Advocacy Program (DEAP) to obtain SSI/SSDI Benefits

Special Groups

  • Individuals are 65 and waiting for a SSI determination may receive TDAP for 60 days.
  • Individuals over 65 and ineligible for SSI may receive 12 months of TDAP if disabled and meet all other program requirements:

    • Must have a 402B completed to verify 12-month disability
    • DHR/FIA 340 Reimbursement Form must be completed
