Q. I'm homeless. What can I do?

A. Call 410-853-3000 (Option 2), our service screening number, to find out if there is available space in the emergency shelters in Baltimore County. There are two shelters for women and families - one in Reisterstown and one in Arbutus - and one shelter for single men - in Rosedale. Space is available on a first come, first serve basis.

The county operates two drop-in shelters from 7 p.m. to 7 a.m. from mid-November to mid-April. These "cold weather shelters" are located in eastern and western Baltimore County. Call 410-853-3000 for more details.

Q. My mother can't take care of herself anymore. What can I do or how can you help me?

A. Call the Department of Social Services at 410-853-3000 to discuss your options. If appropriate, a social worker will visit your mother, evaluate her needs, and help you to arrange for the care and services she needs. This can include personal care, shopping, transportation, cleaning, meals, housing, medical evaluation, financial assistance, guardianship and more. There MAY BE a waiting list for these services.

Q. How do I apply and how long must I wait to get a subsidy for housing assistance?

A. Families and individuals interested in obtaining rental assistance must apply to the Baltimore County Department of Social Services Section 8 Waiting List.  Applications are available on-line; in County Public Library branches, and in all Department of Social Services offices. Placement on the Waiting List is based on self-declared information, and does not entitle you to assistance. Your final eligibility for a subsidy is determined only when your name reaches the top of the Waiting List and a subsidy is actually available.

Unfortunately, the U.S. Department of Housing and Urban Development (HUD) limits the number of County subsidies; the average wait to reach the top of the waiting list is five years. Having a unit to move into does not influence this wait. For more information contact the Housing Office at 410-853-3000 (Option 3).

Q. I heard there is no such thing as welfare? Is this true?

A. The welfare program formerly called Aid to Families with Dependent Children (AFDC) has been replaced by Temporary Cash Assistance (TCA). This program requires all adults to be employed or to be actively preparing for employment. There are strict federal time limits for how long any family can receive this assistance. For more information on TCA call the Department of Social Services at 410-853-3000.
