The Owings Mills Recreation and Parks Council, which serves most of the communities within Baltimore County's designated "Owings Mills Growth Area," experienced the largest population growth (over 55 percent) of any recreation and parks council between 1990 and 2000. This population growth was not limited to Owings Mills, as the areas within the neighboring recreation councils of Reisterstown and Liberty Road grew by nearly 25 percent and more than 10 percent respectively. To help address this population boom of approximately 24,000 people, Baltimore County acquired and developed the 322.7-acre Northwest Regional Park at Lyons Mill and Deer Park Roads at the western edge of Owings Mills.
Northwest Regional Park provides a variety of outdoor recreational facilities to serve the northwest area of Baltimore County:
- Four ball diamonds
- Three athletic fields (one artificial and lighted)
- Three picnic pavilions
- Wheelchair accessible community garden plots
- Paved walking paths
- Nature trails
- 244 space parking lot

The park's three pavilions are available for reservations, and make a terrific spot for a family outing, group get-together, or company picnic. Pavilion and field reservations may be scheduled through the Owings Mills Recreation Office.
The Wooded West Side
The largest portion of Northwest Regional Park, which is largely wooded, is situated on the west side of Deer Park Road north of Lyons Mill Road. This area is predominantly natural, featuring a stretch of the Locust Run stream, a County-designated recreational greenway.
